Minutes

The meeting began at 7:10 pm

Commissioners Present: Jenna Gray, Al Heavey, Laura Bonk, Dave Mckay, and Dave Evans.

  1. Approve the minutes of the 02/09/05 meeting
  2. Motion to approve the minutes by L. Bonk, seconded by A. Heavey. The motion passed unanimously.

  3. Nominate and elect officers for 2005.
  4. Motion to elect Jenna Gray as chairperson made by L. Bonk, seconded by D. Mckay. J. Gray elected unanimously.

    Motion to elect Laura Bonk as secretary made by J. Gray, seconded by D. Mckay. L. Bonk elected unanimously.

    Motion to elect Al Heavey as vice-chairperson made by D. Mckay, seconded by J. Gray. A. Heavey elected unanimously.

    It was noted that the ConCom commissioners would like to thank Phil Trowbridge for his past 2 years of service to the Conservation Commission.

  5. Welcome to Allenstown Signs

It was discussed that the signs will most likely be installed in May, 2005.

Action Items:

  1. Roadside Cleanup

The roadside cleanup is scheduled for Saturday, April 23rd from 10 am -12 pm. The area to be cleaned is Black Hall Rd. within Bear Brook State Park. Everyone will meet in the snowmobilers parking lot. All participants should bring gloves, water, and snacks.

Action Items:

  1. Orienteering Event
  2. D. Mckay would like to re-schedule the orienteering event in Bear Brook State Park for mid-May. The Boy Scouts will be invited.

     

     

  3. Ferry St. Campground Proposal, Zoning Board of Adjustment meeting, March 15, 2005

The special exemption for the Ferry St. campground proposal will be discussed on March 15th at the ZBA meeting.

Action Items:

  1. Land Use Change Tax Warrant Article

The March, 2005 election results were discussed. The ConCom will now only receive an annual maximum of $10,000. 192 people voted against the warrant article. All commissioners agreed that the wording of the warrant article was confusing. It was discussed that, historically, the land use change tax has only been received in 5 of the past 15 years. It is not guaranteed on an annual basis. Furthermore, the $300,000 land use change tax is an exaggerated figure. All of the current use land in Allenstown is only valuated at $282,035. Thus, the maximum land use change tax is 10% of that or $28,200.

  1. Albin Ave. Boat Launch Project

It was discussed that the Suncook River bank stabilization/canoe boat launch will be done sometime in June, 2005.

Action Items:

  1. Open Space Plan
  2. L. Bonk reported that Phil Trowbridge agreed to finalize the Open Space Plan. The final item to be completed is the maps. He will submit it to the ConCom who will then have to give it to the Planning Board to have it incorporated as part of Allenstown’s 2003 Master Plan.

  3. Review, Process and Distribute Mail Received
      1. 2/22/05, Letter from Selectman Sandy McKenney to NH Senate, re: opposition to ATV bill SB 121.
      2. 2/05, receipt from Friends of Suncook River regarding dues and payment for maps.
      3. Allenstown Planning Board meeting minutes of 1/05, 2/2/05, 2/23/05, and 3/2/05
