The meeting began at 7:10 pm

Commissioners Present: Jenna Gray, Al Heavey, Laura Bonk, Dave Mckay, and Dave Evans.

  1. Approve the minutes of the 03/09/05 meeting
  2. Motion to approve the minutes by D. Evans, seconded by D. McKay. The motion passed unanimously.

  3. Announcements
  4. D. McKay is moving to Tilton, NH and therefore must resign from the Allenstown Conservation Commission. He was thanked for his volunteer efforts the past 2 years. Dave Evans announced that blueberry fields in Bear Brook State Park will be burned on 04/14/05.

  5. Roadside Cleanup

The roadside cleanup is scheduled for Saturday, April 23rd from 10 am -12 pm (ConCom commissioners should arrive early). The announcement was placed in the Hooksett Banner and Concord Monitor. D. Evans spoke to the principals at Allenstown Elementary School and Armand Dupont School looking for volunteers. He also spoke with the Allenstown Police Department. The area to be cleaned is Black Hall Rd. within Bear Brook State Park and/or Deerfield Rd. and New Rye Rd. bordering the park. Everyone will meet in the snowmobilers parking lot. All participants should bring gloves, water, and snacks.

  1. Ferry St. Campground Proposal, Zoning Board of Adjustment meeting, March 15, 2005

J. Gray and L. Bonk the March 15th ZBA meeting which discussed the special exemption for the Ferry St. campground proposal. The ZBA voted 3 to 2 to uphold the 2002 special exemption for the Ferry St. campground. J. Gray and L. Bonk decided to appeal the decision. The appeal letter was sent on 04/12/05. A. Heavey noted that in late March, 2005 water from the Merrimack River was flooding the Ferry St. property. He videotaped the water level.

J. Gray reported that the signs are almost done.

  1. Albin Ave. Boat Launch Project

It was discussed that the Suncook River bank stabilization/canoe boat launch will be done sometime in June, 2005. L. Bonk reported that the New Hampshire Department of Environmental Services (NH DES) Wetlands Bureau requires a minimum impact form. It was decided that the area to be affected is at most 40 ft. x 15 ft.

  1. 03/16/05 NH DES Land Resources Seminar

L. Bonk reported that she attended a seminar regarding wetlands, shoreland protection, septic systems, and alteration of terrain. NH DES requires a permit for all projects that alter more than 2.3 acres of land. There have been no applications received from Allenstown since 2002. L. Bonk is concerned that the excavation at 1 Gilbert Rd. may be greater than 2.3 acres.

  1. Iris Pond Boat Launch Update

L. Bonk reported that she spoke with and received an update from Chris Wasczyck of NH DOT regarding the purchase of the Osgood parcel. Unforunately, NH DOT has not been able to reach the Osgood brothers. Thus, they are proceeding with a condemnation of the property. NH DOT will only take the land that they need which is approximately 0.3 acres. Allenstown will have to negotiate with the Osgoods for the remainder of the parcel.

  2. J. Gray reported that approximately $10,000 is coming to the ConCom from the Land Use Change Tax in 2004.

  3. Review, Process and Distribute Mail Received
      1. Letters/Announcements/Newsletters were received from: NH Lakes Association, Merrimack Country Conservation District, NH Association of Conservation Commissions, NH Association of Natural Resource Scientists, NH Fish and Game, UNH Co-Operative Extension, Armand Verville, and Bear Paw Regional Greenways.
