PUBLIC HEARING FOR THE BOND ISSUE
The Public Hearing for the bond issue for the new building for the Police Department was opened at 6:12 PM on January 12, 2005 by Chairman Arthur G. Houle at the Fire Station.
Those in attendance were: Armand and Claudette Verville, James Rodger, Mona McCready, Carol Merrill, Robin McAfee, Dan Howe, Larry Anderson, Police Chief James McGonigle, Lt. Shaun Mulholland, Selectperson Sandra A. McKenney, Selectmen Peter A. Viar, and David M. Jodoin Administrative Assistant.
Notices of the public hearing were posted at several places in Town, regarding 33:8 A I, RSA 40:13 II -A (a).
The meeting was held to discuss and take testimony regarding the building at 40 Allenstown Road, Lot 33, known as the Allenstown Tractor building.
Chairman Houle read the warrant article: To see if the Town will vote to raise and appropriate the sum of $725,000 for the purchase of property located at 40 Allenstown Road, tax map 109 lot 33 currently known as Allenstown Tractor, for use as a new Police Station, and to authorize the issuance of not more than Seven Hundred Twenty Five Thousand Dollars ($725,000) of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33) and to authorize the Allenstown Board of Selectmen to issue and negotiate such bonds or notes and to determine the rate of interest thereon. (3.5 Ballot Vote Required) (This article is recommended by the Allenstown Board of Selectmen and recommended by the Budget Committee).
Shaun Mulholland, of the Police Department, stated that flyers are available and will be passed out to neighbors and friends, to educate them on the bond issue and the warrant articles.
Peter Viar mentioned the additional warrant article from surplus: To see if the Town will vote to raise and appropriate the sum of $125,000 to be added to Public Safety Facilities Capital Reserve Fund previously established. This sum to come from Fund Balance (Surplus) and no amount to be raised from taxation.
Lt. Mulholland reviewed the 5 options for a new Police Station:
1. New building
2. AES Plan-Police Dept., Town Hall, Recreation Center
3. Addition to existing fire station property
4. Town Hall building
5. Tractor building
The purchase price of the Tractor building is $465,000. There are building repairs that need to be done before the building is ready for occupancy. If the bond issue and warrant article pass, the building should be ready by July of 2005.
Jim Rodger inquired if the bond issue and the warrant article do not pass, will the Town spend money to repair the Town Hall. The answer was yes, although many of the repairs mandated by the Safety committee have already been done, not all will be corrected.
Chief McGonigle asked if the Selectmen were agents to expend? Yes.
