SELECTMEN'S PUBLIC MEETING 2/23/2004
Sandra McKenney, Chairperson for the Allenstown Board of Selectmen, opened the meeting at 6:55 PM. Present at the meeting were Chairperson McKenney, Benjamin E. Fontaine Jr., and Arthur G. Houle, Selectmen. The Administrative Assistant, David Jodoin, is on vacation and was excused.
The Selectmen met with Edward Cyr, the Town Clerk, to discuss a letter received from the New Hampshire Administrative Unit No. 53 for the Town to utilize space at Allenstown Elementary School for voting next year. Mr. Cyr indicated that the school premises might be used starting in March of 2005. The Town Clerk, the Administrative Assistant and the Building Inspector will go over next week and inspect the premises to make sure that everything is safety recommended.
The Selectmen met with Cheryl Thayer from the Zoning Board, to discuss the removal of a member, Lori Thompson, who has not been attending the meetings, has received several letters and phone calls regarding her non-attendance at meetings and according to RSA 673:13, "the member can be removed if, after a public hearing, appointed members and alternate members of an appointed local land use board may be removed by the appointing authority upon written findings of inefficiency, neglect or duty, or malfeasance in office".
By motion of Arthur Houle, seconded by Benjamin Fontaine, to remove Lori Thompson from the Zoning Board, motion passed. The alternate, RoseMarie Balboni Lemaire will be attending the meetings from now on, as a full-time member.
A letter was received from the Department of Environmental Services for a statewide search for all property adjacent to waterbodies (lakes, ponds, rivers, impoundments) serving as public bathing area. The Selectmen will turn this request over to the Conservation Commission.
A purchase order was received from Chief Chaput and Lieutenant Lambert for the inspections on vehicles and transmissions on the engine and the rescue serviced. The Selectmen will inform the Chief that 3 bids are needed before they sign a purchase order of more than $200.00.
On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of February 16th, were accepted as read. Motion passed.
A landlord who has property on Ferry Street came in to tell the Selectmen that someone is parking on his property.
The Selectmen met with Paula Rais from the Children's Museum of Portsmouth, which is an educational resource for families and schools since l983, serving over 80,000 visitors during this past year. The museum will be set up in the Pembroke Town Library Tuesday, Wednesdays and Thursdays, 9am - 3 pm and Saturdays 10am - 2 pm from March 30 through April 29, 2004. The Selectmen agreed this is an excellent program.
Chairperson McKenney stated that she asked Tri-Town for their bi-laws so she could go over them. She wants to know if the bi-laws have been changed since l985. She will contact Terry Knowles.
Rebecca from the NH Regional Planning came in to give the Selectmen the copy of the Certificate of Adoption for a Resolution adopting the Allenstown Hazard Mitigation Plan.
A motion was made by Benjamin Fontaine seconded by Arthur Hole, to accept the Certificate of Adoption for the Allenstown Hazard Mitigation Plan. Motion passed.
The Selectmen and the Administrative Assistant and the Welfare Office will meet with members of Community Action on Monday, March 1st at 7 PM.
The Selectmen were not aware that the Tax Collector is now meeting on Monday evening from 5-7, not 6-8.
The meeting adjourned at 8:35 PM.
