SELECTMEN'S PUBLIC MEETING 03/06/06


Sandra A. McKenney, Chairperson for the Board of Selectmen, opened the meeting at 7:00 p.m. Present at the meeting: Sandra A. McKenney, Thomas R. Gilligan, Selectman, Peter A Viar, Selectman: Kelley Collins, Administrative Assistant. Captain Mulholland, Allenstown P.D, Sargent Player, NH State Police





Non Public Session:


Peter made a motion to go into Non-Public Session under RSA 91 - A 3, II (a) @ 7:02 p.m. Seconded by Tom. Roll call Peter yes, Tom yes, Sandy yes. Motion passed 3-0. Tom made a motion to leave Non Public Session @ 7:31 p.m. Seconded by Tom. Roll call Peter yes, Tom yes, Sandy yes. Motion passed 3-0.

Peter made a motion to make Captain Shawn Mulholland the Officer in charge of Allentown P.D effective 7:31 p.m. this date. Tom seconded. Motion passed 3-0



Tri-Town Ambulance


Considerable discussion took place with Fire Chief Chaput, Ron Adinolfo and Board of Selectmen regarding the options available if Hooksett does pull out of Tri Town Ambulance. There are many models that could work here.



D.A.R.E Vehicle


Chairperson Sandy McKenney signed the paper work for Ford Motor Credit Company for the lease purchase of the new Ford Explorer.



Maintenance Position


The Board discussed the open position at the Recreation Department for a maintenance person. Kelley informed the Board that the position was posted and an ad had been published in the Concord Monitor. Two applications have been received. Kelley informed the Board that Jim Rodger has been filling in and has submitted hours. Peter stated that Jim cannot be his own boss, he cannot be Rec. Commissioner and maintenance person. The Board stated that Jim could act as interim maintenance person. Peter will call Jim to see if he is interested in the position, if so pay sheets need to be turned in biweekly.


Health Officer


A letter of interest from Sted Holton was reviewed and discussed in regards to the Health Officer position. Peter would like a call to the State Health Commissioner's office to see if the town can have Co-Health Officers.

Welfare Director


Kelley stated that she has interviewed two candidates for the Welfare Director position. Kelley will look back at the resumes and for other possible candidates. The Selectmen are interested in meeting the candidates. Kelley has narrowed the field.


175th Celebration


Sandy informed the Board that she called the Local Government Center in regards to the insurance. There will be no charge. Sandy was told that the Old Allenstown Meeting House Steering Committee (OAMH) could control the event on behalf of the Town, and that the only thing the Town would be responsible for would be the $2,500.00 for the warrant article, if it passes. Any groups that come in would have to provide certificates of insurance, volunteers would have to give their names so the Town could appoint them as volunteers for the day. The Board would like a copy of the letter from the Local Government Center to have on file. Sandy also stated that Senator Barnes is paying the $100.00 fee for the Bear Brook State Park. The State is going to wave the residents of Allenstown the entrance fee. ID will need to be show at the gate.

Motion made by Tom to have the OAMH Steering Committee be the appointed committee to handle the 175th Anniversary Celebration under the auspices of the Town and with the letter from LGC. Seconded by Peter. Motion passed 3-0.


Web Site


Sandy asked about the web site and would like it up and running. Peter stated it is up and running and that only the minutes need to be added. Peter asked Kelley when she emails Mike to copy him also. Mike will also put the Town report on the web site.


Minutes


Motion made by Tom to accept the minutes of February 27th. Seconded by Tom. Motion passed. 3-0


Extension of Taxes


A resident would like an extension on her property taxes. Peter made a motion to grant the extension until September 1st. If not paid by September 2nd the property will be deeded. Seconded by Sandy. Motion passed

3-0.


Parking Tickets


Out current parking tickets have 16 School Street as address to send payment. Officers have been crossing out the address and writing the Police address. The Board agrees they should stop crossing the address off and let payments come to town Hall.


Comcast


Town received the franchise fee check from Comcast in the amount of $14,602.36. The check goes into the general fund.

Meeting


Peter informed the Board that he would be out of Town on April 3rd, and therefore unavailable for the Selectmen's meeting that night.



Selectmen Signs


Tom informed the Board that Captain Mullholland informed him that he had three campaign signs on public property that need to be removed. Tom stated that his campaign people removed the signs and it is no longer an issue. Tom also said that vandalism has taken place with his signs. He told the Board that he spent all day Saturday and part of Sunday picking up the trashed signs and disposing of the signs. Tom did file a criminal complaint, Tom also stated the there are eyewitnesses and evidence as to who he thinks it is. There is an on going investigation.


Teacher's Commendations


Tom asked if he could have the signed Teacher Commendations so that he could present them Thursday evening at the School Board meeting. Sandy signed the documents.

Peter made a motion, seconded by Sandy to go into non-public session per RSA 91-A: 3 II (b) at 9:12 P.M. Roll call vote, Peter yes, Tom no, Sandy yes; Motion passed. 2-0

Peter made a motion to leave non-public session at 9:42 P.M. Tom seconded. Roll call vote: Tom yes, Peter yes, Sandy yes.





Peter made a motion, seconded by Tom to adjourn the meeting at 9:43 P.M. Motion passed.
