SELECTMEN'S PUBLIC MEETING 3/21/2005

 

Sandra A. McKenney, Chairperson of the Allenstown Board of Selectmen, opened

the meeting at 7 PM. Present were: Sandra McKenney, Tom Gilligan and David

Jodoin. In the audience were: James Roger and Patty Gardner from the Recreation Commission; Shaun Mulholland from the Police Department and Becky Tsaros Dickson from the Concord Monitor.

Because of a fire at the Sewer plant, Peter Viar will be late. Peter is at the plant reviewing things with the Fire Chief. A motion was made by Tom Gilligan, seconded by Sandra

McKenney, to recess until Peter is present. Motion passed. The meeting was

Recessed at 7:01 PM. For 10 minutes.

Sandra McKenney re-opened the meeting at 7:12 PM. Also present at the meeting was Peter A. Viar, Armand Verville, and Matt Call from the Union Leader.

Selectman Viar reported that the fire at the Sewer plant is under control and there is no risk at this time for anyone. There was an evacuation plan in place as a precautionary measure and there was no need to open a shelter.

The Selectmen met with Shaun Mulholland who discussed the River Road ball fields and to decide who will be in charge of the fields. Shaun Mulholland has volunteered to be in charge of the project. The members of the Recreation Commission were interested in knowing who would be mowing the fields on River Road, as well as the front lawn at the Blueberry Express Park and the Recreation Center on Whitten treat. A group of volunteers will be planting flowers and cleaning debris on May 5th. Lunch and materials and paint will be provided.

The Selectmen met with Charles Currier, Philip Currier and John Currier, to discuss the purchase and sales agreement to be signed on the piece of property next to the new Police station on Route 3, which the gentlemen own. There is an issue regarding the land that is being reviewed by the Town Attorney. Philip Currier believes he has the deeds to the properties and will bring them in for the Selectmen to have copies and discuss further. The Board will inform the Curriers when this matter has been finalized. The tentative date for the closing on the tractor building is Monday, March 28th at 6 PM at the Cook & Molan in Concord.

Sandra McKenney reported that she called Jeff Scott at the Mill to inform him that the vehicles trying to access the mill would be allowed to use Ferry Street. The Town will also send a letter to the Ferry Street residents informing them that the vehicles would need to use Ferry Street due to the closing of the Main Street Bridge.

Sandra McKenney inquired about the circuit rider plan. A meeting should be scheduled with Central NH Regional Planning and also discussed with the Planning and Zoning boards. David will call CNHRPC and suggest April 4th for the meeting.

Jim Rodger submitted a proposal to add 20 hours for someone to work at the Recreation Center. This will be discussed at the next meeting.

Tom Gilligan is interested in having the departments use a spreadsheet for inventory and Purchase Orders, to be started now. Peter Viar disagreed as he feels departments are working well and they can manage their inventory without adding additional steps to their job.

A motion was made by Peter Viar, seconded by Tom Gilligan, to accept the minutes of the Selectmen’s public meeting of March 14, 2005. Motion passed.

The Selectmen discussed leasing vs. owning copy machines. The two companies

In question are UBM and IKON. Peter will get bids and report at the next meeting.

Fire Chief Chaput came in to give the Selectmen a report on the fire at the Sewer plant. The cost of the fire could be as much as $15,000. The Board decided to bill the Sewer Department for the costs and let the Sewer Department bill the contractor for the damages.

A motion was made by Peter Viar, seconded by Tom Gilligan, to adjourn the meeting. Motion passed. The meeting adjourned at 9:45 PM.
