SELECTMEN'S PUBLIC MEETING 1/13/2003

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:02 PM. Members present at the meeting were Benjamin E. Fontaine, Jr., and Arthur G. Houle. Sandra M. McKenney was excused. Also present was the Administrative Assistant, David M. Jodoin and Shaun Mulholland.

The Selectmen met with Ken Messing of Granite Street in Allenstown who presented a letter to the Selectmen questioning the stop signs at Granite, Highland and Cross Streets. The Selectmen will discuss this at their next meeting, scheduled for January 27th.

The Selectmen met with Gail Wilson from NHMA to discuss a salary survey. The survey will consist of a proposal from NHMA, a sample study, a draft presentation to employees, position description questionnaire, job descriptions, pay study, market rate for similar communities, budgets, equalized values, pay ranges and steps. The analysis of pay will be compared to 8 communities, highest and lowest pay, to find the average. Once all the information is gathered, if it is agreeable to the Selectmen, it will be presented to the employees. If employees do not agree, they can appeal. NHMA will also work on part-time employees and elected positions. For every position, there is a charge of $200 A contract will be drawn, and a payment of half the amount due is expected at the time the contract is signed.

The Selectmen discussed several items: If the warrant article on the fire truck passes at Town meeting, bid proposals will go out no later than 45 days after approval. Bids will be opened by the Selectmen and given to the committee.

The Board reviewed a document for the Police Department giving authority for them to work at Bear Brook State Park. The agreement will be faxed to Town counsel and reviewed at their next meeting.

A request was made by Sandra McKenney not to give out her home phone number.

The Town Public Hearing for the budget is January 16th at 7:00 PM.

The School Public Hearing for the budget is January 18th at 10:00 AM.

Corcoran Associates sent a letter stating it will cost $7,500 for someone to keypunch and convert data in the new system. Penny Touchette, the Assessing clerk will be trained to keypunch. She has asked for extra hours to do this work. The Selectmen agreed.

There will be a discussion at the next meeting regarding street lights. One at Letendre Avenue and Granite Street, and one on Hamel Avenue and Cross.

Holden Engineering is on hold for clearing the parcel on Gilbert Road.

David will schedule employees who have requested health shots. It will cost approximately $500.00. The Selectmen agreed to the proposal.

On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of the public meeting on 1//6/03 were accepted as read.

Arthur Houle made a motion, seconded by Benjamin Fontaine, to adjourn the meeting. The meeting adjourned at 9:05 PM.
