SELECTMEN'S PUBLIC MEETING 2/10/2003

The Selectmen's meeting was opened at 7:03 PM by Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen.

Present at the meeting were Benjamin Fontaine, Arthur Houle and Sandra McKenney, Selectmen; and David M. Jodoin, Administrative Assistant.

The Selectmen met with Jim Boisvert of the Highway Department to discuss demolition brought to the landfill. The Selectmen are interested in charging fees to offset the cost to the Town. The Town will look into what scales cost and how to determine the tonnage cost. Jim Boisvert will check prices on scales. He will call Pittsfield and Plourde Sand & Gravel to get scale prices and schedule of fees.

Carol Martel called to report that the Old Meeting House on Deerfield road has snow on the roof; windows are open and roof is leaking. She would like Jimmy to check on this. The Board felt this was the State's responsibility, and did not want to assume any liability.

There will be a public hearing on February 19th to discuss the Master Plan. Copies are available at Town Hall for viewing.

The Selectmen reviewed the proposed changes to the personnel plan. At this time, there are no changes on the updated version. Reviewed was the vacation days and the disciplinary section and the plan will be sent to Attorney Bedard to review and comment.

Sandra McKenney made a motion, seconded by Arthur Houle, to accept the minutes of the Selectmen's meeting of 2/3/2003. Motion passed unanimously.

The Selectmen will be reviewing the contract for the salary survey and will discuss the pros and cons before making a final decision.

The Selectmen had a brief discussion about the current communication between Board members and what was proper protocol.

The Selectmen discussed a meeting which will be held in Concord regarding ATVs in Bear Brook State Park. The meeting will be with Commissioner George Bald. Only a few people can attend. Chief McGonigle and Phil Trowbridge will attend.

Armand Verville and Carol Martel also would like to attend. The Board felt that there should also be a representative from the Board of Selectmen.

Applications are being picked up at Town Hall for the Fire Chief position and the Code Enforcement/Building Inspector positions. The deadline is February 24th.

A motion was made by Arthur Houle, seconded by Sandra McKenney to adjourn the meeting. The meeting adjourned at 9:20 PM.
