SELECTMEN'S PUBLIC MEETING MINUTES 2/24/2003

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM. Also present were Arthur G. Houle and Sandra A. McKenney, Selectmen; and David A. Jodoin, Administrative Assistant.

The Selectmen met with Donald Peloquin to talk about the update of Fire charges. These charges are for monitoring the fire alarm boxes through the Concord Fire Alarm Systems in Concord. Concord Fire intends to raise prices for businesses and Town buildings. Don Peloquin will speak to the Concord Fire Chief to discuss other possibilities. Per Benjamin Fontaine, a verbal notification will be given to the Pembroke Fire Department to put them on notice that if we go with another company it will also affect Pembroke.

Acting Chief Rob Martin asked if they could use the sign in front of the Fire station for advertising, and asking for support on the warrant article for the new truck. The Selectmen said they could use it only to remind people of the voting day.

David Jodoin informed the Selectmen that the sink upstairs needs to be replaced. He will look for the necessary supplies.

Sandra McKenney reminded the Board of the ATV meeting on the 26th at the Suncook business Park on Route 28. The Selectmen will hold the meeting so that residents of Allenstown can become aware of the situation in Bear Brook State Park. Sandra also reminded the Selectmen of the Candidates' Night on Thursday, February 27th at the Allenstown Elementary School at 6:30 PM. The event is sponsored by the Allenstown Police Association.

The Selectmen talked about the upcoming meeting on March 5th with Commissioner Bald, regarding ATV trails in Bear Brook State Park. This is a closed meeting and only a few people can attend this meeting. The Board decided that because it is a Town issue, the representatives for the Town will be Selectperson Sandra McKenney, who will discuss budgetary concerns, Police Chief Jim McGonigle will discuss safety issues and resident Phil Trowbridge who will question the testing that will be done. Because it is a Town issue and not a personal issue, abutters to Bear Brook State Park, Carol Martel and Armand Verville will not be attending the meeting.

At the Wednesday night meeting, Phil Trowbridge will be one of the speakers along with Sandra McKenney, the Police Chief and possibly Carol Martel. Benjamin Fontaine will be the moderator. People will be limited to 5 minutes time to speak. Selectman Fontaine will do the wrap-up after a question and answer period. Allenstown residents should be recognized first for questions, followed by abutters and then other people from other Towns. Everyone who speaks will stand up and use the mike. The Selectmen have no idea how many people will attend. The Selectmen will be at the meeting at 6:00 PM. The meeting will start at 7:00 PM.

The Board discussed preparing a Town ordinance prohibiting ATV's on Town owned property. Sandra McKenney will discuss this with the Police Chief.

Two applications have been received for the Fire Chief position. David will contact Attorney Bedard to get a chief or Chiefs involved in the hiring process. The position is a part-time position.

The Selectmen will also be interviewing for the Code Enforcement/Building Inspector position and will start narrowing down the candidates next week.

The Senior luncheon will be held on Saturday, March 1st at the Parish Center downstairs. The turkey dinner is sponsored by the Allenstown Revitalization Association for senior citizens in the area. The dinner is free and is served by volunteers of the ARA group.

On motion of Sandra McKenney, seconded by Arthur Houle, the minutes of 2/10/03 were accepted as read. Vote was unanimous.
