SELECTMEN'S PUBLIC MEETING 3/1/2004

Chairperson Sandra A. McKenney, opened the meeting at 7:00 PM on March 1st, 2004. Present besides the chairperson were Arthur G. Houle, Benjamin E. Fontaine, Jr., Selectmen; and David M. Jodoin, Administrative Assistant.

The Selectmen met with Representatives from Community Action: Ralph Littlefield, Diane Moore, Randy Emerson, Judy Scothorne. Also present were Marcella Hinkell, Matt Hinkell, and Bernie Brown. The purpose of the meeting was to discuss problems in communication between the Community Action program and the Town Welfare Officer. A discussion ensued regarding the pantry kitchen, the allocation of food, inventory forms, information packets, and referrals. It was suggested that Ralph Littlefield, Marcella Hinkell and David Jodoin meet in two weeks to see if there has been improvement in communications.

A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to go into Non-Public session, according to RSA 91-A: 3-II a. Motion passed. Roll call vote: Sandra McKenney, yes; Benjamin Fontaine, yes; Arthur Houle, yes. The non-public meeting started at 8:03 PM. The public meeting resumed at 8:52 PM.

Robert and Debbie Lee came in last week looking for a letter from Attorney Bedard regarding a decision made by the Planning Board that would affect their property. David stated that copies were mailed to Planning, Zoning, Building and the Town. He would locate a copy for the Lee's.

The bids for Street cleaning were due today, March 1, 2004. A bid from Mt. Crushing and Recycling was the only bid received. The bid was $2,260.00. On motion of Arthur Houle, seconded by Benjamin Fontaine, to accept the bid of $2,260.00 from Mt. Crushing and Recycling, the motion passed.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to accept the minutes of the Selectmen's public meeting of February 23, 2004. Motion passed.

There is an Open house on Saturday, March 6th, at the Fire station.

A memo will be sent out to all Department Heads regarding any spending over $200. Purchase orders must be signed by the Selectmen before orders are put through or pre-approved via a phone call. No bills will be paid without prior approval.

David reminded the Selectmen that they were told that the Tax Collector and Assessing are now open on Monday from 5-7, and not 6-8. This has been noticed in the paper and all tax bills for 2004 and signs have been changed.

The Library trustees will meet with Tom McDermott of NHMA on Tuesday, March 2, to look at the safety issues with the building.

Senate bill 349 will be discussed at the State House on Wednesday, March 3. A vote will probably be taken. The Selectmen signed a letter to be forwarded to the State showing their opposition to the ATV plan.

There is a Tri-Town ambulance meeting on Sunday evening, March 7th. Chairperson McKenney will attend.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to adjourn the meeting at 9:22 PM. Motion passed.
