SELECTMEN'S PUBLIC MEETING 3/24/03
Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM. Present at the meeting was Chairman Fontaine, Arthur G. Houle, Selectman; Sandra A. McKenney, Selectperson; and David M. Jodoin, Administrative Assistant.
Chairman Fontaine introduced Commissioner George Bald from DRED, who came to give the people of Allenstown an update on the proposal for ATV trails at Bear Brook State Park. Mr. Bald informed the citizens that he and his committee have not had a chance to spend much time on the project. He is considering the input from people who have written letters regarding the trails. He should have more information in the next two weeks. He also will consider 4 to 5 residents of the Town to be on a committee for the trails. Comments were made by Peter Viar, Carol Martel and Arthur Houle, as well as State representatives representing Allenstown.
The Selectmen made nominations for the Chairman of the Board of Selectmen for the coming year. Ben Fontaine nominated himself. Arthur Houle nominated Sandra McKenney, seconded by Sandra McKenney. The nomination passed. Sandra McKenney is the Chairperson of the Board of Selectmen.
The Selectmen met with Ernest Cantara who lives at the corner of Notre Dame Avenue and Al's Avenue. Mr. Cantara complained that his property pin is on the roadway and is not where the lot line should be. Chairperson McKenney suggested he put his request in writing and Jim Boisvert of the Highway Department will take care of the problem.
Armand and Kelly Proulx of 4 Granite Street, came in to discuss a problem regarding the sidewalk snow plowing this year. Mr. Proulx complained that the person who was clearing the sidewalks with the snowblower was throwing all the snow at the houses. After discussion, the Selectmen will contact the Highway Department who will evaluate the situation. Mr. Proulx mentioned a problem with the water and was told to contact the State and the Pembroke Water Works.
The Selectmen will meet next Monday at 6:30 PM to interview personnel for the Fire Chief position.
The Selectmen discussed the Conservation Commission. Five members are required for a full Board. Phil Trowbridge would like to join. Gabby Daneault is presently a member. The Selectmen will meet with other volunteers to the Board. Appointments start April 1st.
Bids were received for street sweeping. Dusty's Maintenance bid was $2,265.00; Barc Enterprise was $6,500.00 On motion of Arthur Houle, seconded by Benjamin Fontaine, the bid from Dusty's Maintenance at $2,265.00 was accepted and the motion passed.
The Selectmen discussed a letter from the Town of Hooksett regarding the cost for the Tower. David will contact the Town Administrator in Hooksett asking for a detailed breakdown of the bill. He will also contact Attorney Bedard about the situation.
New members are also needed for the Zoning and Planning Board.
David Jodoin met with Mr. Santiago of Oak Street regarding an application for subdivision of his lot. Mr. Santiago will write a letter to the Zoning Board rescinding his application and will apply for a special exception for an in-law apartment attached to his house.
Unfinished business includes the pay scale survey, the Taxicab ordinance and the removal of stop signs on Granite Street and Highland.
The new Building Inspector, Monica Nann-Smith came in Monday and after introduction to the Town Hall staff, David took Monica on a tour of Allenstown. She will work 22 hours a week, Monday through Friday, 8:30 AM to 12:30 PM and Monday evening, 6:00 to 8:00 PM. The Building Inspector's hours will be posted to the Web page and sent to the Banner.
On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of 3/10/03 were accepted as read.
On motion of Arthur Houle, seconded by Benjamin Fontaine, the welfare applications will now include Social Security #s and Date of Birth. Motion passed.
The Selectmen will have a meeting with Chief McGonigle to discuss the taxicab ordinance and the stop sign on Highland and Granite Street on April 14.
On motion of Arthur Houle, seconded by Benjamin Fontaine, to go into Non-Public session at 8:42 PM under RSA 91-A, to discuss personnel issues, motion passed. Roll call vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes.
The Selectmen returned to public meeting at 9:22 PM.
The Selectmen's meeting adjourned at 9:45 PM.
