SELECTMEN'S PUBLIC MEETING 3/3/03
Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM. Present were Chairman Fontaine, Arthur G. Houle, Sandra A. McKenney, Selectmen; and David M. Jodoin, Administrative Assistant.
Police Chief Jim McGonigle introduced Concord Fire Chief Chris Pope to discuss the fire alarm fees. Mr. Pope discussed how the current system works by using A, B, C, and B being the circuits for Allenstown, Pembroke and Pittsfield municipal systems. The businesses in Town will pay $150 for Concord to monitor their alarms. There are about 25 businesses in Town that will have to pay this fee. Mr. Pope said that there is a possibility of exempting certain municipal buildings. The businesses will receive a letter explaining the fees. This should occur before July 1st, the fiscal year ending. Chief Pope said that if businesses want to meet with him, he would be glad to do that. Any correspondence regarding the alarm fees should be through the Town office and David Jodoin.
The Selectmen met with Rob Martin and Keith Lambert from the Fire Department to discuss Engine #4. There are 4 cracks in the engine. Engine 4 was purchased in 1991. The cost to repair the truck is estimated at $23,000. The Town cannot use Capital Reserve Fund for this purpose. The Board will review the situation once they have a firm number.
A motion was made by Sandra McKenney, seconded by Arthur Houle to accept the minutes of the 2/24/03 meeting. Article passed.
Sandra McKenney made a motion, seconded by Arthur Houle, to amend the minutes and change the Senior luncheon from March 3rd to March 1st and to change paragraph #2, page #2, from Benjamin Fontaine to Sandra McKenney, to discuss a Town ordinance with the Police Chief. Article passed.
There are 4 applicants for the Building Inspector position and 2 applicants for the Fire Chief position. The Selectmen will go over the Building Inspector applications and interview the candidates on 3/10/03.
Sandra McKenney reported she attended the Tri-Town dinner last Friday night and there is an ambulance on sale in Connecticut for $14,000 and someone from the department will go and look at it.
There is a meeting on Thursday, March 6th, for the Master Plan Steering Committee to accept the plan.
The meeting with Commissioner Bald regarding the ATVs is scheduled for March 5th. Sandra McKenney will attend with Phil Trowbridge and Chief Jim McGonigle.
David is waiting to hear from Fema regarding grant money for the Town generator. There is a need for another generator to be placed at the School but this needs to wait to see if the school addition bond passes..
The White Rabbit situation is in probate court and the offer made to purchase it has been accepted.
The D.A.R. has loaned us a picture of the Meetinghouse in Allenstown. A plaque is needed to show it is on loan.
Chairman Fontaine discussed unanimous vote versus motion passed. A motion is unanimous if all three Selectmen vote yes or no and it is a roll call vote. Otherwise, if 2 Selectmen vote yes or no, the motion passes or is defeated.
Sandra McKenney spoke to Denise from Hooksett and she informed her that on 3/12 there is a talk on the ambulance service and Sandie will attend that meeting.
Sandra McKenney was disappointed that here were no reporters from any of the local newspapers who attended the Candidates' Night on the 27th.
On motion of Sandra McKenney, seconded by Arthur Houle, the meeting adjourned at 8:24 PM.
