SELECTMEN'S MINUTES 4/14/03
Sandra A. McKenney, Chairperson, opened the meeting at 7:00 PM. Present at the meeting was Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant, Robert Martin, Don Peloquin, David McKay, Scott Silkman and James Rodger.
David McKay is interested in being on the Conservation Commission. He summarized his interest in the position and the work he has been involved with having to do with conservation.
The Selectmen signed his appointment and the Town Clerk can swear him in.
Three bids were received for the new fire truck:
North Attleboro, Greenwood Fire Apparatus $348,125.00
Central States South Dakota Fire Apparatus 9; 315,529.00
HME 9; 274,500.00
The Selectmen sent the bids back to the committee for their review and recommendations.
Don Peloquin discussed the dispatch service from Concord. He mentioned multiple buildings at Presidential Park with only 1 alarm. The dispatch fees are still an issue and a letter will be sent to the Fire Chief in Concord regarding questions our department has regarding these fees. Selectman Fontaine stated that no letter be sent until it is reviewed and approved by the Selectmen
David heard from Fire Chief Pope who is sending a letter to the Board shortly.
Arthur Houle stated that Pembroke and Pittsfield will be getting rid of the monitoring between the fire station and dispatch. There is a meeting in Pittsfield regarding this issue and Robert Martin and Don Peloquin will attend the meeting.
The Building Inspector stated that someone wants to build a house at River
side Park. She should talk to the former Zoning Board Chairman, Arthur Lawson and she should call FEMA for flood plain assistance.
The Bombadier Corporation from Canada are donating ATVs to the Police Department. They are free and there is no trailer. They will be stored in the State shed.
Jim Rodger informed the Selectmen that there is a trailer sitting in the small building near the river. The Selectmen will have the Chief look at it when the ATVs arrive to see if it can be used.
There is a meeting for bike trails at Southern NH Regional Planning Commission in Manchester on Tuesday, April 15th and Armand and Claudette Verville and Sandra McKenney will attend.
Chairperson McKenney asked Selectman Fontaine if he had called Judy Silva regarding an alternate position on the meeting with Commissioner Bald. Selectman Houle stated that he had seen her tonight and she agreed to be an alternate.
A letter has been received from the Merrimack County Sheriff's department supporting the Town's position on ATVs. There are approximately 150-200 letters regarding this issue and a packet should be done up and sent to Governor Benson, Senator Sununu, Senator Gregg and Congressman Bass.
Phil Trowbridge has sent letters to AMC and the Audubon Society, non-profit groups.
Sandra McKenney mentioned the alternates for the final draft meeting with DRED: Claudette Verville, Roland Martel, Rob Carney, Roger Ferguson and Judy Silva. If an alternate is needed, Judy Silva will be called first.
The Selectmen met with Phil Trowbridge and Laura Bonk who are interested in being on the Conservation Commission. Another interested person, Joanne Weiss, could not make it tonight. After discussing their issues and concerns and their interest in conservation, the Selectmen welcomed them to the commission. They will sign their appointments later on in the meeting. The new commissioners will get their appointments notarized by the Town Clerk.
Mark Durgin does not want to be re-appointed to the Conservation Commission because he is disappointed in the administration's leadership. He feels that there has never been enough people on the Commission to get anything done and that the Selectmen did nothing to attract new applicants. Mark was Chairman for 2 years.

Appointments that are on hold are: Joanne Weiss, Conservation Commission; Ryan Maher, Zoning Board; Diane Demers, Town Clerk/Tax Collector deputy; and fill in Town Clerk, Penny Touchette.
There is a meeting with Mike Tardiff from Central NH Regional Planning Commission on April 15 at 10:00 AM to go over yearly expenses over and above normal cost. Lucy St. John from Central NH Regional Planning Commission will also attend. It was stated that Lucy should attend Zoning board meetings as the members are new and inexperienced. There is a hearing next month.
Selectman Houle did not agree with an abatement on a multi-family home on Townhouse Road that was lowered and therefore did not sign the abatement.

Benjamin Fontaine made a motion, seconded by Arthur Houle to accept the minutes of 4/7/03. Motion passed.
Sandra McKenney reported that the ATVs issue will be on the Hooksett agenda next week. She will attend the meeting.
On motion of Arthur Houle, seconded by Sandra McKenney, the meeting adjourned at 8:50 PM.
