SELECTMEN'S PUBLIC MEETING 4/28/03

Sandra A. McKenney, Chairperson for the Board of Selectmen, opened the meeting at 7:00 PM. Present were Arthur G. Houle, Benjamin E. Fontaine, Jr., and Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Jim McGonigle, Donna Meadows, Jim Boisvert, and Monica Nann-Smith, Department Heads. Missing was Rob Martin, from the Fire Department. Also present was James Rodger.

Chief McGonigle questioned whether this was a public meeting with Department Heads attending or was it a Department Head meeting and the public could attend? Chief McGonigle said that department head meetings are not public meetings. It was decided it was a department head meeting.

Jim Boisvert talked about the new garbage truck. It was recently towed and the insurance company was notified to see if they will pay the tow charge. Jimmy also discussed the Solid Waste Ordinance rules and regulations that need to be approved. There will be a public hearing to adopt the rules and regulations once the Selectmen review the ordinance.

Jim Boisvert mentioned projects that are starting next week: paving Chester Turnpike, paving Notre Dame Avenue and work on Canal Street.

Jim Boisvert mentioned that the Highway budget is ok except for the overtime line due to the winter snow. Jim stated that David had filed the necessary grant paperwork seeking reimbursement for the snowstorm on February 17th.

Donna Meadows had no problems with the Tax Collector position and has a couple of matters in the Welfare Department, but no more than last year.

Monica Nann-Smith has been very busy with the Building Department. One of her concerns is a building at Riverside Park. She will discuss the permit with the people at FEMA to see if there are any flood plain issues.

Police Chief Jim McGonigle mentioned Homeland Security Grants that the department will be applying for. The amount that can be spent for the radios is $11,000 so the Chief will buy what amount of radios he can for this money if approved.

Selectperson McKenney informed the department heads that Ron Demers will re-key the Town Hall for safety and security reasons. Only the people who work

At the Town Hall will have keys. Those departments who need to have copies made will contact Henriette who will make the copies. Each department will need to give her plenty of notice. This includes the Zoning Board, the Planning Board, and the Budget Committee. Also, when meetings of departments are held, the minutes need to be brought to David so he can input them to the web page, and a copy can be kept at Town Hall. Also, Henriette will handle postage for all departments.

The Selectmen have advertised again for the Fire Chief position and applications are available at Town Hall.

There is a meeting scheduled with a representative regarding the bike path going through Allenstown on June 2nd at 7 PM. It will be a brief overhaul of what is going on. The Board can make a decision to go along with it and see if the Federal government can help us to maintain it or to deny the Town's involvement. There will be no ATVs allowed but snowmobiles will be.

The Master Plan books are in and are being distributed to all those who participated in putting it together.

Sandra McKenney stated that the schedule for the department head meetings will be in the minutes.

Benjamin Fontaine made a motion for the street lights project which was tabled to come off the table. Seconded by Arthur Houle, the motion passed.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to install a pole and light on Granite Street and Letendre Avenue and lights at pole #29 on Granite Street and 30-19, Hamel and Cross Streets, also to remove the light at pole #18 on Granite Street.. Motion passed.

The Police Chief stated that he has not received any paperwork accompanying the ATVs that came from Bombadier Corporation of Canada. He is waiting to receive the paperwork so he can register the vehicles and would like to do a press release so that residents know that they were donated.

David stated that the Municipal Association survey will be conducted on May 8th at Town Hall. The employees will be given a questionnaire to fill out.

Arthur Houle made a motion, seconded by Benjamin Fontaine, to go into non-public under RSA 91-A, regarding a personnel matter. Motion passed. Voice vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes.

The public meeting reconvened at 8:38 PM.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to accept the minutes of 4/21/03. Motion passed.

There was a discussion on the minutes that the three people who will be on the license committee should be appointed by name. The names were not mentioned in the minutes only their titles. The minutes do not have to be amended. The three people will be appointed. One will be for 1 year, one will be for 2 years and one will be for 3 years.

Sandra McKenney will be attending the Hooksett Town Council meeting on Wednesday, April 30. She will speak during the public input section of the meeting.

Arthur Houle stated that an intent to cut had come in and the person will post a bond or his property as collateral. On motion of Benjamin Fontaine, seconded by Arthur Houle, everyone has to post a bond. Motion passed.

There is a property by the dump that has been cleared for an office building that will house vehicles for repair. This property is in a light industrial commercial section of Town. Plans will be presented to the Planning Board.

Arthur Houle mentioned that he spoke to Joan Bailey regarding the project on her property by the water tower. There will be 110 units on 28 acres. They will be for 55 and older group and they are 2-bedroom units.

David Jodoin and Monica Nann-Smith walked the railroad property the other day near Mr. Gamache's property. The Farwells stated they have a deed from 1992 which states that they were deeded that railroad property. When the Farwells return from vacation, they will bring their documentation to the Town. There were also some Zoning and Building violations on the property that they received notice for.

David mentioned that Keyspan is ready to work on the baseball fields on River Road. He also met with Pine Haven to discuss fencing and another small piece of property.

David Jodoin stated he had 3 bids for the flooring in the Town Clerk's office and hallway. The work will be done Memorial Day weekend. On motion of Arthur Houle, seconded by Ben Fontaine, the winning bid was HoLmes Carpet of Chichester for $2,079.00. Also bidding were Concord Carpet, $2,346.00 and Riteway Carpet, 2,826.50. Motion passed.

The Selectmen will review the summer schedule and discuss it next week.
