SELECTMEN'S PUBLIC MEETING 5/12/03
Sandra A. McKenney, Chairperson, opened the Selectmen's meeting at 7:00 PM on 5/12/2003. Present were Benjamin E. Fontaine, Jr., Arthur G. Houle, and Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Jim Boisvert, Jim Rodger, Linda and Dan Murray, Claudette and Armand Verville and Steve Fowler.
The Chairperson opened the bids for the paving project on Al's Avenue.

The Selectmen passed the bids on to the Road Agent who will review with David and the bid will be awarded at the next meeting.
The Selectmen met with Mike Tardiff from Central New Hampshire Regional Planning to discuss grants and the Capital Improvement Program. This CIP program can help the Selectmen, Budget committee and the Planning Board. The Zoning Board also has new members and they need guidance and training. Grants are available for the Capital Improvement Program. The Town has
$1,400 available for grants and if matched by Central NH Regional, a total of $2,800 would be available for the CIP plan.
Selectman Houle discussed the Fire truck committee meeting he attended last Tuesday. The members decided to have re-bids on the truck because the bids were not exactly up to specifications. The committee will meet with American LaFrance next week to discuss specifications with them.
Chairperson McKenney opened the public hearing at 7:30 PM on the adoption of updated Solid Waste Ordinance, Article XIX. Discussed was the time that the garbage will be put out. The Police Department will enforce the ordinance.
Curbside pick-up cannot be placed out earlier than 5 PM on the previous pick-up day and no later than 7:00 AM the day of pick-up. If it is a holiday, garbage is picked up the next day. Another item discussed was containers at curbside. No boxes are to be used unless they are in bags, because boxes break, especially if it rains. The boxes in bags are not to exceed 40 lbs. Also discussed was seasonal pick-ups offered for one week only, in the spring and fall cleanups.
Home based businesses and commercial trash will no longer be picked up.
Jim Rodger asked if plastic bags were ok and Jim Boisvert said yes. No loose rubbish is allowed. Trash bags can be 30 gallons as well as trash cans.
Residents of mobile home parks can get a dump sticker and bring their garbage to the landfill for household trash.
The ordinance will become effective the day it is signed by the Selectmen.
The Chairperson closed the Public Hearing at 8:45 PM.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the ordinance for the updated Solid Waste, Article XIX with changes, passed. The effective date is May 12, 2003. Details regarding the ordinance will be passed out on trash pick-up days.
Chairperson McKenney discussed an application received from Lorraine Mondoux who wanted to apply for the Town Treasurer position. As another person applied for the position, the Administrative Assistant will contact that person and see if she is still interested. The salary for the position is $2,900. Diane Demers is still the Treasurer. Selectman Houle would like the job posted.
Selectman Fontaine will not be able to attend the June 9th Selectmen's meeting. David will not schedule appointments that night. The Selectmen will sign checks and answer correspondence.
Benjamin Fontaine made a motion, seconded by Arthur Houle, to accept the minutes of 5/5/03 as written. Motion passed.
David reported there is one application so far for the Fire Chief position.
David reported that to move the lights on Granite Street, it will cost about $1,500. The sidewalk on Granite Street will have painting on the side so people will know where the sidewalk ends and the road begins.
David reported the Selectmen are to meet with the cable Company, Comcast.
A meeting will try to be scheduled for June 23rd.
Work at Pine Haven ballfields will be started on May 17th. People from Keyspan will be coming to the site on May 15th to review the area. A lot of fill is needed, approximately 160 dump truckloads. Lou Conley is trying to get donations from businesses.
The Selectmen discussed the job survey. The Selectmen are to select 8 communities to compare salaries for positions that are the same as ours. We also need ranges in steps (10) from low to high. It was decided to have NHMA pick the Towns and to use a range scale.
Benjamin Fontaine made a motion, seconded by Arthur Houle to go into non-public session per RSA 91-A:II 9 (a) for a personnel issue at 9:22 PM. Roll call vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes.
The Public meeting resumed at 10:12 PM.
The meeting adjourned at 10:13 PM.
