SELECTMEN'S PUBLIC MEETING 8/25/2003

The Chairman of the Board, Sandra A. McKenney, opened the meeting at 7:00 PM on August 25, 2003. Present at the meeting was Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Carole and Roland Martel.

The Selectmen met with Carole and Roland Martel to discuss Historical Society issues. First on the agenda was the Meeting House in Bear Brook State Park.

The society would like to take back the ownership of the Meeting House so that they can maintain it. George Bald, representing the State, stated that the building is totally surrounded by State Land and the Meeting House should remain State land. Carole stated that the State is interested in the 1st option of leasing the building to the Town.

The Historical Society met last week. They would like to acquire the Meeting House. The purpose of the Master plan was to create stewardship. If the State owns the property, then they should maintain it. There does not seem to be enough employees in the Park to take on that responsibility. The Society decided that the Meeting House should belong to Allenstown. DAR would like to continue to pursue the issue. They will contact either the Governor or the Governor's Council.

Carole stated that on the 21st of September, Meet Me In Suncook Group will have a tour in Bear Brook State Park, between 1 PM and 3 PM on a Sunday.

The members of the Historical Society are Claudette Verville, Roland and Carole Martel, Harriet Bean, Laura Bond, Dan and Linda Murray and David (do not know last name).

David stated that the Recreation Department received bids for the fence replacement at the Recreation Center.

Superior Fencing $1,640.00

Penny Fence 9; 1,750.00

American Fence 9; 1,807.00

Touchstone Fence 9; 1,650.00

Motion by Arthur Houle, seconded by Benjamin Fontaine, to accept the bid of Superior Fencing of $1,640 to replace the fence at the Rec. Center. Motion passed.

The Selectmen met with Robert Tigges of Kimberly Lane to discuss property lines. Mr. Tigges wants to build a house and his concern is the right of way that belongs to the Town. If the Selectmen agree, Mr. Tigges would like the tar next to his property chopped off. Mr. Tigges has to go to the Zoning board once the

Planning Board agrees to the lot line adjustment. The Selectmen will look at the road and contact Mr. Tigges.

The Selectmen discussed the re-numbering of people's residences for emergency purposes. The residents have to put their house number where it can be seen by emergency personnel. Some houses have no numbers showing on the properties. The Board will hold a public hearing on the 8th of September.

On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of the Selectmen's meeting of 8/18/03 were accepted as read. Motion passed.

Jim Boisvert was present to discuss the Trash Ordinance. Issues discussed were collection from businesses; if you are a business, you can bring household trash to the dump. There will be a Public Hearing on the changes that are being made on September 8th.

The Selectmen returned to the Re-Numbering Ordinance and stated that after the Planning Board approves a subdivision, the Selectmen will approve the numbers to be assigned to new residences.

When there is a cluster of mailboxes, the house number must appear on the house or on a post in front of the house. If it is a single mailbox, the number should appear on both sides. Numbers on mailboxes in a cluster are not acceptable. Only mailboxes at the access of the entrance of a property is acceptable for the numbering ordinance. The effective day of the ordinance will be 10/8/03 if passed on 9/8/03. If the ordinance is not observed, there will be a written notice then a fine.

David mentioned that the White Rabbit will be demolished. Sandy mentioned the Alternative Work Program did not work. Susan Slack from NHMA will look into having a workshop on Knowing the Territory.

Town Hall will be closed on Monday, Labor Day.

David mentioned that there is a checklist issue regarding people wanting updated voters' lists of Democrats and Republicans. Right now, David is the one doing the job. David will check with the Secretary of State as to who is responsible to do the job. He will also talk to NHMA.

Selectman Houle stated that Mike Tardiff is coming in on September 22nd to meet with the Board and discuss long term planning regarding the Planning and Zoning Boards. Lucy, from NHRPC can be a part-time planner to do research and work with the Boards.

A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to go into non-public according to RSA 91-A;3 II, regarding a personnel matter. Roll call vote: Sandra McKenney, yes; Benjamin Fontaine, yes; Arthur Houle, yes. Motion passed at 10:01 PM.

The public meeting resumed at 10:41 PM.

The rule regarding keys to Town Hall is that a key is given to the Chairman of each Board. No keys are given out to other members.

Jim Rodger and David discussed working with the Concord Boys and Girls Club and looking at ways to transport the children to Concord while we are waiting for the decision on the Recreation Center.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to adjourn at 10:45 PM. Motion passed.
