SELECTMEN'S PUBLIC MEETING 9/8/2003

Sandra A. McKenney, Chairperson for the Board of Selectmen, opened the meeting at 6:30 PM, Monday, September 8, 2003. Present at the meeting was Sandra A. McKenney, Benjamin E. Fontaine, Jr., Arthur G. Houle, Selectmen; David M. Jodoin, Administrative Assistant; Fire Chief Everett Chaput, III; and Donald Peloquin, Firefighter, and James Rodger.

Don Peloquin discussed the pending purchase of the new fire truck. The committee met and decided to go with Emergency I for a price of $320,000 with a prepayment of $275,000. Equipment on the truck is not included. The Committee should have a contract next Monday, September 15th . The truck should be ready to be delivered by the end of June or beginning of July. The committee will be in on September 22nd to have the Selectmen sign the contract.

Fire Chief Chaput inquired if the Selectmen want the Fire Department to continue to be the liaison for 911. The purpose is to have a contact person who will maintain accurate database. The Selectmen agreed to have the Fire Department as the liaison.

Chief Chaput stated that the ambulance that is parked at the Fire Station can be purchased by the Town. The Selectmen agreed not to purchase the ambulance. The chief would like a committee formed to talk about ambulance service if Tri-Town decides to stop serving the community. They would like the committee to discuss the pros and cons and to look at alternatives. They would like someone from the Budget Committee on the committee as well as the Selectmen. No meetings have been scheduled yet. The Chief stated the committee should meet within the next 2 weeks. Sandra McKenny stated that the Town cannot support an ambulance service. Ben Fontaine stated that residents of the Town should be on the committee, not just members of the Fire Department. He also suggested having a write-up in the Banner asking for volunteers to that committee. David will write it up.

Chief Chaput is looking for direction regarding Rescue I. It is in poor shape. On August 5th, it was sent to Bradford for an estimate of cost to repair. If the truck is refurbished, it will cost $28,500. The town paid $24,000 for it.

A motion was made by Arthur Houle,seconded by Benjamin Fontaine, to appoint Chief Chaput as the Emergency Management Director. Motion passed.

The Public Hearing for the Solid Waste Ordinance was opened at 7:00 PM. Chairperson McKenney read the Ordinance. After reading the Ordinance, the Chairperson asked if there were any questions or comments. Jim Rodger stated that, in his opinion, the fines were too high. He felt that up to $1,000 was a cruel and unusual punishment. The fine should be a flat amount. Selectman Fontaine stated that the way it is stated is ok.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to adopt and pass the trash collection ordinance. Motion passed.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to make the ordinance effective October 8th, 2003. Motion passed.

The trash ordinance public hearing closed at 7:22 PM.

Jason Tardiff came in to discuss issues with the Building Department. Discussion on the availability of the Building Inspector followed with David Jodoin stating that the budget allowance for that job is 59 hours for 2 weeks. David stated that her hours with the public are 8:30 am to12:30 PM Monday through Friday. Ben Fontaine stated that there is a need for a full-time Building Inspector.

Sandra McKenney opened the Public Hearing on the Street Numbering Ordinance. David Jodoin read the Ordinance.

There were no questions or comments.

Arthur Houle made a motion, seconded by Benjamin Fontaine, to adopt the Street Numbering Ordinance. Motion passed.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to make October 8,2003, the effective date of the Ordinance. Motion passed.

The Selectmen will meet with the Police Department to discuss the budget for 2004 on September 15th. They will meet with the Fire Department on September 22nd, and the Highway Department on September 29th.

Arthur Houle made a motion, seconded by Benjamin Fontaine, to go into Non-Public per RSA 91-A:3 II (a) with Monica Nann-Smith regarding a personnel matter at 8:02PM. Roll call vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes. Motion passed.

The Public meeting resumed at 9:27 PM.

Ben Fontaine reported that Frank Davis, State representative, will submit to the legislation a resolution for the Allenstown Meetinghouse. He will do this after Christmas and will contact David.

Benjamin Fontaine made a motion, seconded by Arthur Houle, to accept the minutes of August 25, 2003. Motion carried.

Sandra McKenney made a motion seconded by Arthur Houle to amend the minutes of August 25th, on page 1, to state that DAR will have a meeting on September 9th to discuss the Meetinghouse. Also, on page 2, 2nd paragraph, and 6th paragraph, change the word re-numbering to numbering. Motion passed.

David asked the Selectmen if they had made a decision regarding Robert Tigges' request to remove the paving near his house. David will ask the Fire Department to check it out for safety and Mr. Tigges should go to the Zoning Board to get a variance.

Jim Rodger reported that the bottom rail around the tennis court has been replaced and the work is done. The Boys and Girls Club of Concord is still trying to work out a solution for the children to attend the Boys and Girls Club.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to adjourn the meeting at 9:55 PM. Motion passed.
