SELECTMEN'S PUBLIC MEETING 4/5/2004
Chairman Arthur G. Houle opened the meeting at 7:00 PM on Monday, April 5, 2004. Roll call: Peter A. Viar, present; Sandra A. McKenney, present; and Arthur G. Houle, present; David M. Jodoin, present.
Visitors: Robert Lee and Robert Bergeron.
A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the minutes of 3/29/04. Motion passed.
A letter was received from Monica Nann-Smith to change her hours so that she works 4 days instead of five. A motion was made by Sandra McKenney, seconded by Peter Viar, to allow the Building Inspector to work 3-8 hour days; and 1-7 hour day Tuesday through Friday. Motion passed.
David Jodoin presented certificates of appointment to be signed by the Selectmen for the Welfare Officer and the Building Inspector. The Welfare Officer's term expires 4/1/05 and the Building Inspector's term expires 4/1/05.
Robert Bergeron and John Anderson were appointed to the Planning Board as alternate members. They will be sworn in by the Town Clerk. Robert Bergeron's term expires on 4/1/06 and John Anderson's term expires 4/1/07. The next meeting of the Planning Board is April 7th. The Board meets the 1st and the 3rd Wednesday of each month.
Dan Howe would like to serve on two boards; Conservation and Zoning.
Sandra McKenney stated that she met with the Fire Chief regarding a leak at the Library. Because of the default budget, the Fire Chief stated that they cannot return to help with this ongoing situation and it is up to the Library Trustees to find a solution.
David Eaton's wife, Jeannine, does not want to do Planning Board minutes as she is doing the Budget Committee minutes and doesn't feel that she will have the time.
Chairman Houle suggested video recording might be helpful to someone taking minutes.
Robert Lee stated that he will talk to his wife, Debbie, to see if she might be Interested in taking the Planning and Zoning minutes.
Sandra McKenney reported that the Joint Loss Management committee met at the Highway Department this morning to meet the new Representative, Ken Ward, from NHMA. Tom McDermott is no longer working for NHMA. Mr. Ward does not have Tom's material to work with, so he will do an inspection at the garage this morning and turn in the report to Jim Boisvert for our next meeting on May 3rd.
The Selectmen approved a request from the girls in the office to attend Donna Meadows' funeral on Wednesday. The funeral is at 10:AM. The Town Clerk will keep the office open.
Chairman Houle will be attending a training class for Health Officer, at the Red Blazer on April 15th. The class is on Emergency Responses.
Selectperson McKenney reported that she attended a meeting last week at the State regarding Senate Bill 349, allowing ATV trails at Bear Brook. Judy Silva and Armand Verville spoke against the bill. The vote will be taken Wednesday.
General discussion followed on illegal dumping of trash in Town as well as the work going on in Woodridge Estate.
The Selectmen met with Rosemarie Lemaire Balboni. She is moving from Alternate to full-time Zoning Board member. She will be sworn in by the Town Clerk. The expiration date is April 1, 2006. The next meeting is April 13th.
A motion was made by Sandra McKenney, to go into non-public meeting under RSA 91:A III 2 C at 8:17 PM. Roll call vote: Sandra McKenney, yes; Peter Viar, yes; Arthur Houle, yes. Motion passed.
The Public meeting resumed at 8:59 PM.
A motion was made by Sandra McKenney, seconded by Peter Viar, to adjourn the meeting. The meeting adjourned at 9:00 PM.
