SELECTMEN'S PUBLIC MEETING 11/4/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the public meeting at 7:02 PM. Present were Chairman
Fontaine, Arthur Houle, Sandra McKenney, Selectmen; and David Jodoin,
Administrative Assistant.
Also present was Jim Rodger.
The Selectmen met with Kenneth Field,
Building Inspector and Code Enforcement Officer for the Town who discussed the
budget for the Building Department. Discussed were salaries, equipment,
Membership/Dues, postage, fuel, Vehicle Repairs, books/Periodicals,
Seminars/Training, Court Cost and Mileage Reimbursement. On motion of Sandra
McKenney, seconded by Arthur Houle, the bottom line of $18,635.00 was accepted
unanimously by the Board.
The Selectmen met with Ed Cyr, Town Clerk.
Discussed was the deputy Town Clerk's salary. The Town Clerk would like a
deputy to work 15-18 hours a week with a salary of $13,000, who would also be
able to assist the Tax collector.
On motion of Sandra McKenney, seconded by
Arthur Houle, the bottom line of the Town Clerk's budget for $46,722.00 was
accepted unanimously.
The Selectmen met with the Library trustees
to discuss the Library budget.
Present were Rose Bergeron, Chairperson,
Vivien Doane and Vicky Kneeland. The only items going up are salaries with 2.0%
increase, water/sewer, telephone, and computer supplies.
On motion of Arthur Houle, seconded by
Sandra McKenney, the bottom line of the Library budget of $44,057.00 passed
unanimously.
Mrs. Kneeland informed the Selectmen that
the students are drawing pictures for the Town Hall and will be ready soon.
Mrs. Doane informed the Selectmen that the
Chorus at school will perform on December 16th. They will also
perform at Meet Me in Suncook in December.
The Selectmen are concerned about the White
Rabbit's condition as a safety issue and will check with the Town Attorney as
to what can be done before the snow comes.
The Selectmen discussed the Master Plan,
its budget and its minutes. It was also noted that all meetings and
subcommittees should post the notices and keep minutes.
The Selectmen discussed the Recreation
calendar; Tuesday, November 12th, the Pizza party; and November 14th,
the Boys and Girls Club Open House at the Center.
The Selectmen also discussed the Recreation
Commission whether there should be 3 or 5 members. In 1988, the RSA's showed
there should be 5 members but in 1993, the word 5 was removed and left up to
the Town to determine the number of members.
Selectperson McKenney mentioned that
Hooksett Town Council is in favor of Mountain Valley Ambulance Service instead
of Tri-Town which would be difficult for Allenstown and Pembroke to foot the
bill two ways instead of three. Selectperson McKenney will attend the meeting
Wednesday night and has contacted David Stack of Pembroke to see if Pembroke
will be represented.
There was a Public Meeting on Wednesday,
October 30th on the Mitigation Plan.
There will be a public hearing on November
25th.
Selectperson McKenney discussed the Joint
Management Safety Program meeting held November 4th at the Fire
station. Tom McDermott of NHMA attended the meeting and will meet with each
department regarding their safety concerns.
On motion of Arthur Houle, seconded by
Sandra McKenney, the minutes of 10/28/02 were accepted as read unanimously.
