SELECTMEN'S PUBLIC MEETING 11/25/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting at 7:00 PM.
Present were Benjamin Fontaine, Arthur
Houle, Selectmen; David Jodoin, Administrative Assistant; and Jim Boisvert of
the Highway Department. Sandra McKenney was excused.
The Selectmen met with Stephanie Alexander,
Principal Planner from the Central NH Regional Planning Commission staff. Stephanie
was here for the Public Hearing on the Hazard Mitigation Plan for Allenstown.
The Hazard Mitigation Plan for Allenstown is intended to provide information in
the event of a natural disaster, to raise awareness of the vulnerability of
facilities and structures of Allenstown to such disasters, and to provide
measures to help offset the damages of a future disaster.
Stephanie talked about the plan for
Allenstown which is in its final draft. Once it is accepted by the Selectmen,
it will be adopted by the Town. When accepted by the Federal Emergency
Management Agency, the Town will be eligible for grants for repayment.
Stephanie informed the Selectmen that 15 copies of the approved final draft
will be available before Christmas. The Selectmen will then adopt the plan.
The Selectmen will finalize the plan at
their next meeting.
On motion of Arthur Houle, seconded by
Benjamin Fontaine, the motion to table the discussion on mitigation passed
unanimously. The Selectmen will wait for Selectperson McKenney to be present.
The next meeting is scheduled for December
2, 2002.
The Selectmen met with Jim Boisvert of the
Highway Department to discuss some issues. He discussed the Master Plan,
Kenwood Drive, Deerfield Road, Podunk road, summer and winter maintenance. He
suggested meeting our new legislators and telling them of our concerns.
The Selectmen discussed the White Rabbit
building and what needs to be done. The Town attorney will write a letter to
the owner's attorney with a deadline as to when the property needs to be
cleaned up.
The Selectmen met with Deputy Fire Chief
Rob Martin to discuss some purchase orders for the Fire Department.
Also discussed was the Fire Chief position.
The position will be posted after the 1st of the year. No decision
has been made if this is a part-time or full-time position. The Selectmen will
discuss at their next meeting.
Rob Martin informed the Selectmen that the
Civil Defense items which have been stored in different locations of the Town
are being looked at and will be placed all together at one site, and whatever
is no good will be destroyed.
On motion of Arthur Houle, seconded by
Benjamin Fontaine, the minutes of the 11/18 public meeting were accepted.
Motion passed unanimously.
