SELECTMEN'S PUBLIC MEETING 12/2/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen for the Town of Allenstown, opened the public meeting of
December 2, 2002, at 7:01 PM.
Present at the meeting were Benjamin E.
Fontaine, Jr., Arthur G. Houle, and Sandra A. McKenney, Selectmen; and David M.
Jodoin, Administrative Assistant.
Also present was James Rodger, citizen of
the Town.
A motion was made by Sandra McKenney,
seconded by Arthur Houle, to accept the Hazard Mitigation Plan proposed at the
Public Hearing on November 25, 2002. Motion passed unanimously.
The Selectmen discussed the generators in
Town. The one at Town Hall needs repairs. The cost will be approximately
$5,000. We have $1,500 available at this time. The other locations for
generators are at the Highway Garage, at the Armand Dupont School and the Fire
station.
The Selectmen are budgeting $3,500 for the
generator line. Arthur Houle made a motion to accept $3,500 for repairs to the
generator at Town Hall. The motion was seconded by Sandra McKenney. Motion
passed unanimously.
Sandra McKenney made a motion to accept the
Capital Outlay budget of $38,910.00, seconded by Arthur Houle. Motion passed
unanimously.
The budget for the Cemetery Trustees is
tabled until the next Selectmen's meeting on December 9, 2002. The Selectmen discussed
the Gilbert Road site as a Town Cemetery. The deed needs to be cleared up by
the Attorney. No money was spent this year. There is a need to clear up the
land for small groups of lots. There will be a need for a 4 ft. chain link
fence and a gate. All of this will be discussed at next week's meeting.
Sandra McKenney made a motion to accept the
Visiting Nurse and the Community Action Program budget of $27,331.00. The
motion was seconded by Arthur Houle. Motion passed unanimously.
Sandra McKenney made a motion, seconded by
Arthur Houle, to accept the budget of $246,429.00 for the Personnel budget,
which includes Health benefits, dental benefits, etc. The motion passed
unanimously.
The Selectmen met with Ronald Adinolfo,
treasurer of the Tri-Town Ambulance Service, which is a non-profit organization
with full-time employees and volunteers. Mr. Adinolfo mentioned areas that will
increase the budgets next year; an additional full-time employee; benefits, workmen's
Comp and pay scales need to be adjusted; and truck repairs have doubled.
Sandra McKenney made a motion, seconded by
Arthur Houle, to accept the Tri-Town Ambulance Service budget of $25,392.00.
The motion passed unanimously. The budget committee will review the budget on
December 19th.
David Jodoin informed the Selectmen that
someone is interested in buying the White Rabbit Inn and he will get back to
him sometime next week with a definite answer as to what his plans are.
Shaun Mulholland and David obtained quotes
from the Visiting Nurse Association and the Manchester Community Health Center
for employee vaccinations. David will find out how many employees are
interested in getting the immunization shots.
The Selectmen will submit a warrant article
for the position of Fire Chief, per RSA 154-1A, to return to RSA154-1B for a
two-year term.
The Highway Department will submit a
warrant article for 2 street lights; one at the corner of Hamel and Cross
Streets, and one at Granite Street, near Campbell Street. The budget committee
will have a public hearing regarding the warrant articles at the time of the
budget presentation.
There will be a Zoning article regarding
Class 6 Roads, RSA 674:43.
Central New Hampshire Planning will finalize
the Concord area Transit survey at the Selectmen's next meeting scheduled for
the 9th of December.
The Selectmen will meet with the Fire
Department personnel regarding the fire alarm system on Main Street once the
buildings are removed.
The Deputy Town Clerk position and the
full-time Assessing Clerk position will not begin until April 1, 2003,
contingent upon being passed at Town meeting.
The budget committee will meet on December
5, December 12 and December 19, to finalize budgets.
The Selectmen will meet every Monday in
December. December 11th the School Building issue will be discussed.
A motion was made by Arthur Houle, seconded
by Benjamin Fontaine, to accept the minutes of the 11/25/02 Selectmen's
meeting. Motion passed unanimously.
Arthur Houle mentioned that the Selectmen's
minutes on the Web need to be updated. David stated that he had sent the
information to Don Coulsey twice.
James Rodger asked if Patty Gardner could
use the Parks and Rec. Center on Thursday mornings to teach a music class. The
Selectmen would like to meet with Patty to discuss the matter.
Sandra McKenney inquired if Keyspan had
worked on the ball fields on River Road. David said only one bid came back at a
cost of $163,000. Public Service is also willing to help with the project.
Sandra McKenney inquired if the Selectmen
were meeting with Rob Martin to discuss the Fire Chief position. Sandra was
absent last week and the Selectmen did meet with Rob and told him the Fire
Chief position would be posted after the 1st of the year.
Arthur Houle inquired if in fact one of the
full-time firefighters got the position, can it be made a salaried position and
David answered yes, and it will eliminate the overtime.
David discussed the agenda for next week;
the Regional Planning Survey, the Fire Dept. Main Street lines and checks to be
signed.
Sandra Mckenney inquired about the changes
effective December 1st with
AT & T Broadband. Our agreement with
them is in effect until 2004.
On motion of Sandra McKenney, seconded by
Arthur Houle, the meeting adjourned at 9:56 PM.
