SELECTMEN'S PUBLIC MEETING 12/16/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting of 12/16/02 at 7:00 PM. Present at the
meeting were the three Selectmen, Ben Fontaine, Arthur Houle, and Sandra
McKenney; and David Jodoin, Administrative Assistant.
Chairman Fontaine opened the bids for the
printing of the Town report.
1. Riendeau Printing $2,600.00
On motion of Sandra McKenney, seconded by
Arthur Houle, the bid of $2,600 from Riendeau Printing was accepted for the
printing of the Town report. Motion passed unanimously.
The Selectmen met with Rob Martin from the
Fire Department to discuss grants; one for $58,040.00 to purchase radios and a
thermal imaging camera. The grant totals $52,000. The remainder of the bill
will come out of the radio line in the budget and in Capital Reserve expendable
fund. The other grant, domestic awareness for $9,700.29 will buy masks and
suits for the Fire Department and additional Hazmat supplies for the Police.
The Selectmen discussed the Town cemetery
regarding the lot line, excavation, and removal of trees.
The Selectmen also mentioned that the
Planning Board will meet Friday, the 20th of December at 7:00 PM
regarding the Zoning ordinances.
The Selectmen will discuss the salary
survey with the Municipal Association at the beginning of next year.
The Selectmen were informed that the person
interested in purchasing the White Rabbit has changed his mind, so the
Selectmen will notify the Town Attorney to send the owner a letter to tear down
the building.
New Police officers will be introduced to
the Board at their next meeting and also police officers with new titles.
Sandra McKenney made a motion, seconded by
Arthur Houle to accept the minutes of 12/9/2002. Motion passed unanimously.
Sandra McKenney made an amendment, seconded
by Arthur Houle to change the minutes of 12/9/2002 to read that the School
public hearing will be on 1/18/2003 at 10:00 AM and the Town public hearing
will be on 1/16/2003 at 7:00 PM. Motion passed unanimously.
Chairman Fontaine attended a meeting with
other officials from other Towns regarding the donors and receivers from the
education funding issue. The purpose of the meeting was to see what they felt
they could agree on.
Selectman Houle reported that the Zoning
Board approved the Albair special exception at their last meeting.
The Selectmen re-enforced the 2-person
office rule: During office hours, when the building is open to the public,
there shall be two employees in attendance at all times. When the office is
locked, there is no requirement for two people to be working.
Selectperson McKenney reported that the
picture hanging in the vestibule at Town Hall belongs to DAR and should be
noted as a loan from them.
A motion was made by Arthur Houle, seconded
by Sandra McKenney, to go into non-public session under RSA 91-A for personnel
reasons. Vote taken: Benjamin Fontaine, yes; Arthur Houle, yes; Sandra
McKenney, yes.
On motion of Arthur Houle, seconded by
Sandra McKenney, the public meeting was re-opened at 8:39 PM. Sandra McKenney,
yes; Arthur Houle, yes; Benjamin Fontaine, yes.
The public meeting adjourned at 8:40 PM.
