SELECTMEN'S PUBLIC MEETING 12/23/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting at 7:00 PM on December 23, 2002. Present
were Benjamin E. Fontaine, Jr., Arthur G. Houle, Sandra A. McKenney, Selectmen
and David M. Jodoin, Administrative Assistant.
The Selectmen met with Police Chief Jim
McGonigle who introduced new police officers: Derek Rondeau, Joe Kelley, and
Mark DeGeorge. Also introduced was Cliff Jones, the new Animal Control officer.
Chief McGonigle also introduced Brian Neal who has been promoted to Lieutenant.
Shaun Mulholland was not present because of illness as he is also being
promoted to Lieutenant.
The Selectmen met with Karen Gendreau and
Jim Rodger of the Recreation
Commission. They discussed the warrant
article regarding the Recreation Department. To see if the Town will vote to
raise and appropriate the sum of Five Thousand Dollars ($5,000) to be placed in
the Recreation Capital Reserve Fund. Sandra McKenney made a motion, seconded by
Arthur Houle, to recommend this article. Motion passed unanimously.
The Selectmen went through the money
warrant articles that have to be reviewed as follows:
To see if the Town will vote to authorize
the Board of Selectmen to withdraw the sum not to exceed Three hundred Twenty
Thousand Dollars ($320,000) from the Fire Department Equipment Capital Reserve
Fund to purchase a new 1500 gallon per minute Pumper/Tanker fire truck with a
1500 gallon water tank with all necessary equipment. This vehicle will be of
aluminum construction and shall meet the minimum requirements of the National
Fire Protection Association (NFPA) 1901 - 1999 edition "Automotive Fire
Apparatus". This withdrawal will have no impact on the tax rate. Arthur
Houle made a motion to recommend this article, seconded by Sandra McKenney.
Motion passed unanimously. This article is recommended by the Board of
Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Twenty Five Thousand dollars ($25,000) to be placed in
the Fire Department Equipment Capital reserve Fund. Arthur Houle made a motion,
seconded by Sandra McKenney, to recommend this article. Motion passed
unanimously.
This article is recommended by the Board of
Selectmen.
To see if the Town will vote to create an
expendable trust fund for the purpose of closing the Allenstown Landfill and to
authorize the Board of Selectmen to act as agents to expend, and to further
raise and appropriate the sum of fifty Thousand dollars ($50,000) to be placed
in this fund for an engineering study. Allenstown is on the State's priority
list of landfill closures for 2005. Arthur Houle made a motion, seconded by
Sandra McKenney, to recommend this article. Motion passed unanimously. This
article is recommended by the Board of
Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Thirty Thousand Dollars ($30,000) to purchase a new
Police Cruiser and all necessary equipment. A motion was made by Sandra
McKenney, seconded by Arthur Houle, to recommend this article. Motion passed
unanimously. This article is recommended by the Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Thirty Thousand Dollars ($30,000) to be placed in the
Highway Garage Capital Reserve Fund. A motion was made by Sandra McKenney,
seconded by Arthur Houle, to recommend this article. Motion passed unanimously.

To see if the Town will vote to raise and
appropriate the sum of Twelve Thousand Dollars ($12,000) to purchase two (2)
All Terrain vehicles (OHRV) and a trailer for the Police Department. A motion
was made by Sandra McKenney, seconded by Arthur Houle, to recommend this
article. Discussion followed. The motion was defeated. This article is not
recommended by the Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Ten thousand Dollars ($10,000) to be placed in the
Special Revenue Dare Fund. A motion was made by Sandra McKenney, seconded by
Arthur Houle, to recommend this article. This article is recommended by the
Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Ten thousand Dollars ($10,000) to be placed in the
Highway Department Equipment Capital Reserve Fund. A motion was made by Sandra
McKenney, seconded by Arthur Houle, to recommend this article. This article is
recommended by the Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of Two Thousand Dollars ($2,000) to be placed in the Fire
Safety Equipment Capital Reserve Fund.
A motion was made by Sandra McKenney,
seconded by Arthur Houle to recommend this article. This article is recommended
by the Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of One thousand dollars ($1,000) to be placed in the Police
Safety Equipment Capital Reserve Fund. A motion was made by Arthur Houle,
seconded by Sandra McKenney, to recommend this article. This article is
recommended by the Board of Selectmen.
To see if the Town will vote to raise and
appropriate the sum of One Thousand Dollars ($1,000) to be placed in the Police
Computer Capital Reserve Fund. A motion was made by Sandra McKenney, seconded
by Arthur Houle, to recommend this article. This article is recommended by the
Board of Selectmen.
The following articles are no money
articles:
To see if the Town of Allenstown will vote
to change the Fire Chief's position from RSA 154:I I (a) which states: A Fire
Chief is appointed by the local governing body, with firefighters appointed by
the Fire Chief to the following;
RSA 154:l I (b) which states that A Fire
Chief is appointed by the local governing body, with the firefighters appointed
by the local governing body upon recommendation of the Fire Chief. A motion was
made by Sandra McKenney, seconded by Arthur Houle to recommend this article.
This article is recommended by the Board of Selectmen.
To see if the Town will vote to change the
Fire Chief's position from a (3) three year appointed position to a (2) two
year appointed position. A motion was made by Arthur Houle, seconded by Sandra
McKenney, to recommend the article. This article is recommended by the Board of
Selectmen.
To see if the Town will vote to authorize
the Board of Selectmen to act as agents to expend from the Town Equipment
Capital Reserve Fund. A motion was made by Sandra McKenney, seconded by Arthur
Houle, to recommend this article. This article is recommended by the Board of
Selectmen.
Sandra McKenney made a motion, seconded by
Arthur Houle, to accept the minutes of 12/16/2002. Motion passed unanimously.
The Selectmen will meet with a
representative from NHMA to discuss the salary survey on 12/30/2002 at 7:00 PM.
