SELECTMEN'S MEETING MINUTES 1/27/2003

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 6:30 PM.

Present at the meeting were Benjamin E. Fontaine, Jr., Arthur G. Houle and Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Police Chief Jim McGonigle, Sergeant Shaun Mulholland, Judy Silva, Carol Martel, Roland Martel, Armand Verville, and Claudette Verville.

The group met with David Hess of Hooksett, State Representative for the Town of Allenstown. All the representatives for Allenstown were invited. Representative Leo Fraser could not attend due to a previous engagement.

The purpose of the meeting was to inform the representatives of the ATV issue at Bear Brook State Park and to find out what the Town's options are regarding this matter. The group met with George Bald 2 weeks ago and he informed the group he would keep them informed as to how the matter is progressing. Mr. Hess suggested having a delegation meet with Commissioner George Bald

from the State of NH Department of Resources and Economic Department to get citizen input of Town residents. The group would like a meeting with representatives of the Police Dept., Fire Dept., Highway Dept., Planning Board, Zoning Board, Budget Committee, Parks and Rec. Commission and any other citizens of the Town who can offer input in this matter; also, people from Hooksett, Candia, Deerfield, Epsom, and Pembroke as they will also be affected by the legislative bill regarding ATV trails.

The Selectmen met with Kenneth Messing of Granite Street regarding stop signs. A motion was made by Sandra McKenney, seconded by Arthur Houle, to hold a Public Hearing on February 3rd at 7:00 PM regarding the removal of stop signs on Granite Street. Motion passed unanimously.

The Selectmen discussed proposed street lights on Cross Street and Granite Street. Also, several street lights are out. PSNH must be notified. Lt. Mulholland stated that he had notified PSNH.

The Selectmen met with Don Peloquin to discuss the fire radio system. The Selectmen will write a letter to the Town of Hooksett regarding the Hooksett Tower at the Pembroke Water Works site in Hooksett. The letter will be sent after Town meeting; the entire process will take approximately 6 months.

Bid sheets are being prepared for the proposed fire truck that will be voted on at Town meeting.

Chief McGonigle and Sgt. Mulholland met with the Selectmen to discuss their concerns regarding a salary survey that the Selectmen agreed to with the help of NHMA personnel. They feel that the salaries are inadequate and should be compared to Towns not necessarily the same as our Town, but of a 30 mile radius.

The Selectmen will be paying the Supervisors of the Checklist monthly starting with the new budget.

The Selectmen discussed the non-smoking policy. Signs should be posted at Town Hall. The Chairman will speak to Chief McGonigle regarding this matter.

David informed the Selectmen that the grant for the generator at Town Hall came through.

On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of January 13, 2003 were accepted unanimously.

The meeting adjourned at 10:40 PM.
