SELECTMEN’S PUBLIC MEETING 1/28/02
Arthur G. Houle, Chairman of the Board of
Selectmen, opened the meeting at 6:55 PM.
Present were Arthur G. Houle, Benjamin E.
Fontaine, Jr., Sandra A. McKenney, Selectmen; and David M. Jodoin,
Administrative Assistant.
Police Chief McGonigle introduced 4 new
Police officers: Joseph Cruz, who could not be present this evening;
Christopher Clark, Ignacio Gandarilla, and Gregory Huard. After a general
discussion, the Board welcomed the officers.
The Selectmen met with Department Head
members for their monthly meeting.
Present were Chief McGonigle, Chief Dionne,
James Boisvert, Jim Rodger and Allen Remillard.
The meeting was to discuss ideas, problems
in each department and to go over budgets. If the default budget passes, what
happens? Discussion ensued and the Board will ask each department to make cuts
if the default budget passes.
Jim Boisvert discussed the proposed
sidewalk on Granite Street A lot of work will have to be done. Trees and shrubs
will have to be cut, underground wiring, water line, fire alarms, will have to
be moved.
Al Remillard reported that the roof at the
Rec. Center has to be repaired. The Insurance report will be filed.
Chief Dionne inquired about a 13KW
generator. Where is it? Jim Boisvert said he had it at the Town garage and they
are using it.
Chairman Houle stated that an inventory should be taken of all emergency management equipment. Chief Dionne reported a donation of a water tank for the tanker. Selectman Houle has the red paint to paint the tanker. Chief Dionne reported that the lights in the office have been repaired and that Cobb Hill needs to look at the generator hook up and also there is a gap in the backdoor that needs to be looked at and taken care of.
Chief McGonigle reported that the
department can no longer charge attorneys for discovery materials. If someone
requests reports, the department is responsible to send it, however, the Chief
said it can be picked up or brought over if possible, to save the postage.
The Department Head meeting ended at 8:00
PM.
OTHER BUSINESS
Certificates of Insurance have been received
for Janco Company for Janitorial Services and Corcoran Consulting for Assessing
Services, both expiring in 2003.
One bid was received from Alpine Roofing
and Siding Co. to do the roof at the Rec. Center. The bid is $2,400. On motion
of Benjamin E. Fontaine, Jr., seconded by Sandra A. McKenney, the motion to
accept the bid passed unanimously. The Town needs a certificate of Insurance
from the Alpine Co. and also needs to clarify who is
responsible for the cleanup and removal of the shingles.
A letter was received from Robert and
Debbie Lee regarding an area that has frequent accidents on Deerfield Road.
The road banks the wrong way, and they are
suggesting guard rails be put up. Chairman Houle said this is not a Town issue
but we would forward it to the State.
The Selectmen signed the contract with
Holden Engineering for a Town cemetery on Gilbert Road.
A bid of $4,894.00 for the Library air
conditioning was received from AJ LeBlanc and has been placed in the 2002
Library requested budget.
The deliberative session for the School
budget is February 2, 2002 at 9:00 am at the Allenstown Elementary School.

An extension has been granted by the State
Labor Department for the air tank at the Fire station until February 28, 2002.
It should be put in next Monday or Tuesday.
The Tax Collector submitted welfare release
forms for the Selectmen to sign. It was stated that she should sign them first
before turning them in to the Selectmen.
The dog kennel at the Highway garage is not
quite done yet but is progressing.
Chairman Houle signed the new contract with
NHMA for employee Health & Dental coverage.
The Selectmen approved the January 7th
Selectmen’s Meeting as amended to include $179.37 taken out of Capital Reserve
fund for the Bay signs at the Fire station and $14.75 from the HazMat Capital
Reserve Fund for supplies. A motion was made by Sandra A. McKenney, seconded by
Benjamin E. Fontaine, Jr. to accept as amended. Motion passed unanimously.
Jim Rodger and David Jodoin will be meeting
with Central Regional Planning on January 31, at 10:00 am to work on the Master
Plan.
The Board signed the 2002 Town warrant.
The Selectmen did not approve encumbering
funds for a scanner for the Fire Department.
On motion of Benjamin E. Fontaine, Jr.,
seconded by Sandra A. McKenney, the minutes of January 14, 2002 were approved.
David will distribute an insurance
agreement from AFLAC to be offered to the employees at no cost to the Town.
There are different plans available and the Town will only sponsor the program
with no cost being charged to the Town.
On motion of Arthur G. Houle, seconded by
Sandra A. McKenney, the meeting adjourned at 9:25 PM.
