SELECTMEN’S MEETING 2/11/2002

 

Arthur G. Houle, Chairman of the Board of Selectmen, opened the meeting at 7:10 PM.

 

Present were Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen;  David M. Jodoin, Administrative Assistant and Donald Peloquin from the building committee.

 

The Selectmen signed checks, and read correspondence.

 

The Selectmen met with Fire Chief Al Dionne to discuss current issues.

Don Peloquin discussed the radio communication antenna which was damaged by ice; the generator which is overcharging and cannot be repaired.  There are still several building issues with Cobb Hill Contractors which have not been settled.  There are cracks on the floor and problems with the doors.  These will need to be fixed.

 

Discussion ensued about the diesel exhaust system.  The Building Capital Reserve fund was reviewed.  Don Peloquin stated that the only items remaining were the exhaust system and the repairs to the siding after installation of the system.  David stated that there was only $10,013.00 left in the fund and the bid proposal was for $10,115.  With the added costs, there would be approximately $700 still needed.  Chief Dionne stated that he would take it out of his budget.  The Board agreed that Don Peloquin return with a contract for $10,115 and a certificate of insurance from the vendor.

 

The next Selectmen’s meeting will be February 25, 2002.  There is no meeting scheduled for February 18th, in observance of Presidents’ Day.

 

On motion of Sandra A. McKenney, seconded by Benjamin E. Fontaine, Jr., to go into non-public meeting with Chief Dionne, to discuss personnel issues, motion passed unanimously.  The non-public meeting started at 8:00 PM.

 

The Selectmen reconvened with the public meeting and discussed Fire Department issues with Chief Dionne.  Discussed were time sheets, payroll sheets, payroll point system, weekend coverage, emergency response, Tri-Town calls, and Tri-Town monthly meetings.  It was agreed that the Chief would sign off on payroll sheets before submitting them for payroll.

  

On motion of Benjamin E. Fontaine, Jr., seconded by Sandra A. McKenney, the minutes of 2/4/02 were accepted as read.

 

The Selectmen discussed the snow shoveling at the Library and it was decided that Jim Rodger can do the job if he agrees to it and the Library should pay for his time.

 

There is a problem with the roof at the Library entrance and Selectperson McKenney will notify the Librarian at the next Safety meeting that this is the Trustees’ responsibility to look into, not the Selectmen.

  

There was a purchase order submitted by the Police Chief for a remote automobile starter for the new police vehicle.  David asked if this was approved by the Board as this item has already been purchased and installed and the PO shows no Selectmen approval and the item is over $200.  Chairman Houle said that he did not approve the purchase.  The Board decided that David would notify the Chief that the Board would like this issue clarified.

 

A motion was made by Benjamin E. Fontaine, Jr., seconded by Sandra A. McKenney to allow Ron Montplaisir and Jim Perrier to represent the Selectmen to do the per-ambulation with Tom Young from Hooksett at some future Saturdays.

 

On motion of Benjamin E. Fontaine, Jr., seconded by Sandra A. McKenney, the meeting adjourned at 9:17 PM.
