SELECTMEN’S PUBLIC MEETING 3/25/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting at 7:02 PM. Present were Benjamin E.
Fontaine, Jr., Arthur G. Houle, Sandra A. McKenney, Selectmen; David M. Jodoin,
Administrative Assistant, Jim Rodger, Jim Boisvert, James McGonigle, Police
Chief; Albert Dionne, Fire Chief; Wayne and Karen Antosh, Lissa Dorfman, Building
Inspector.
The Selectmen met with the State
Representatives Deanna Rush, Gabby Daneault, and Frank Davis and citizens Carol
and Roland Martel, Claudette and Armand Verville, and Judy Silva to discuss the
proposed expansion of ATV trails at Bear Brook State Park. Deanna reported that
the State is aware of our concerns and there is no public hearing currently in
place. Deanna suggests inviting DRED to enlighten us as to where do we go from
here? We should also contact Senator Barnes and make him aware of our concerns.
The Selectmen will discuss the issue as a
Board.
The Selectmen met with Wayne and Karen
Antosh regarding the house number for their home on River Road. Mr. and Mrs.
Antosh’s number is 40 but there is a 40 A and 40 C . People looking for 40 C go
to 40 to ask for directions all the time. (Mr. Antosh’s language was
embarrassing to the transcriptionist to listen to) Chairman Fontaine reminded
Mr. Antosh he would be removed if he kept using foul language. It looks like
all the numbers on that side of the street will have to be changed. The
Chairman told Mr. and Mrs. Antosh something will definitely be done and they
will be contacted.
The Selectmen met with the Department Heads
to discuss concerns, problems and requests.
Jim Boisvert mentioned a problem on Granite
Street regarding paving and the possibility that some shrubs would need to be
removed from someone’s residence. He also mentioned the possibility of a new
building for the Highway Department and the Police Department on Granite Street.
He also mentioned the paving bids which are due April 8th.
Police Chief Jim McGonigle mentioned there
is a need for 2 policemen. Officer Huard is doing K-3 visitation program at
Allenstown Elementary School replacing Officer Stacey McGonigle and Sgt.
Mulholland was working with the upper grades. He also mentioned the cruiser
that was in an accident and it is not known if the cruiser has structural
damage.
Lissa Dorfman, the Building Inspector,
reported she has some zoning violations regarding junk vehicles and she is
getting rid of them.
Lissa will contact Attorney Bedard
regarding the White Rabbit and safety for people living in the area.
Lissa is busy with permits for decks,
sheds, and renovations. She is also available to help on Planning issues when
Jim Rodger is not available.
Jim Rodger of the Planning Board mentioned
that the Board will start getting busy again. On April 1st, there
will be a workshop. He is still receiving phone calls at home and he does not
always get the messages so we, at Town Hall, will take down names, telephone
numbers, and reason for calling and give a message to Jim. Lissa and Henriette
will give out applications if necessary.
Jim Boisvert mentioned there is a meeting
on the 27th regarding the bridge on Main Street. He will be
attending.
David Jodoin presented a letter to be
reviewed by the Board regarding Mr.Lavire’s mailbox being broken by the Town
plow. Jimmy will look into it and replace it as soon as possible.
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, the resignation of Marcel Lascelle from the Planning Board
was regretfully accepted unanimously.
Chairman Fontaine opened the bids for the
demolition of the old fire station.
Danley Demolition, bid of $15,000
Kidder Wrecking, bid of $12,550
NH Demolition, bid of $10,500
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, the bid of $10,500 from NH Demolition was accepted
unanimously, pending their certificate of insurance.
Sandra A. McKenney mentioned that Dan Silva
and Keith Lambert will be honored at NH Hero Night for work at the White Rabbit
fire. Selectman Houle will attend.
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, $25 will be donated to St. John the Baptist Cemetery Trust
Fund in memory of Armand (Tom) Martel, past Selectman of Pembroke.
Chairman Fontaine will call Mark Durgin
regarding Conservation Commission mail and Board members.
The Selectmen signed checks. It was noted
that the Recreation center volunteers are not covered by our liability
insurance. Also, a commissioner for the Parks and Rec. must be a resident of
the Town.
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, the minutes of March 18, 2002 were accepted as read. Vote
was unanimous.
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, the Board went into non-public meeting at 10:03 PM.
The public meeting was re-opened at 10:50
PM. The board signed certificates of appointment for the following: Cheryl
