SELECTMEN'S PUBLIC MEETING 4/21/03

Sandra A. McKenney, Chairperson, opened the meeting at 7:00 PM. Present at the meeting was Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Jim Boisvert of the Highway Department; Jennifer Morin, Ken Messing, Paul Genest, Mike Smith, Ray Hamel, Town residents, and Police Chief Jim McGonigle.

First on the agenda was a public hearing regarding stop signs. Chief McGonigle reported that although speed is an issue it is not as significant as it was thought of. The Patrolmen checked out vehicles on Granite Street, and the average speed is between 25-31 miles per hour. With that speed in mind, it would not be necessary to have speed bumps.

The Selectmen discussed a stop sign and the corner of Highland Street and Granite Street. They also discussed a stop sign at Letendre and Granite Street.

On motion of Benjamin Fontaine, seconded by Arthur Houle, the stop sign at Granite and Highland Streets will be removed. Motion passed.

Jim Boisvert mentioned he has sent out bids for the Al's Avenue paving project.

He also discussed having an ordinance to take care of the trash problem. The problem is people are putting out garbage ahead of time. Jimmy would like an ordinance stating that Tuesday's pick-up cannot be put out any earlier than Monday at 5:00 PM and Wednesday's pick-up cannot be put out any earlier than Tuesday at 5:00 PM. Chief McGonigle will check into Concord's ordinance and will give it to Jim Boisvert.

A public hearing was held regarding the Taxicab Ordinance which was discussed on 4/4/03 at the Selectmen's meeting. The Police Chief, the Town Clerk and the Administrative Assistant will be members of the Licensing Board. $100 will be for the taxi license and $25 will be the driver license.

Jim Rodger disagreed with page 5 of the ordinance regarding setting the rates on someone else's business. A copy of the ordinance is attached.

On motion of Benjamin Fontaine, seconded by Arthur Houle, the Public Safety Taxicab ordinance passed.

A public hearing was held on street lights at Campbell and Granite Streets and Cross and Hamel Streets. Discussed were pole 29 on Granite Street and pole 30-19 on Cross Street. Chief McGonigle will make certain he has the right numbers for the poles. Arthur Houle made a motion, seconded by Benjamin Fontaine to table the matter.

Robert Gamache of School Street asked the Selectmen if he could purchase a piece of property in back of his that belongs to the Town. It is part of the railroad property in back of properties of Viar, Farwell and Gamache. The Administrative Assistant will look into it and get back to Mr. Gamache. Deeds will be reviewed.

The Town has vehicles in the State Auction, which will be held May 17th. There is a pick-up truck, a Town car, 2 generators, one on a trailer, and 2 aluminum trailers.

The Administrative Assistant will re-advertise the Fire Chief's position. The position pays $5,410 plus calls and David will advertise in the Union Leader, the Concord Monitor and the Banner.

Comcast's contract with the Town expires in 2005. A public hearing should be held to hear complaints. David will set up a meeting for that purpose.

The Department Head meeting will be held April 28th.

On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of 4/14/03 Selectmen's meeting were accepted. Sandra A. McKenney made an amendment to the motion to correct the middle initial of her name. It is A and not M. The motion was made by Sandra McKenney, seconded by Arthur Houle. The motion passed.

The Selectmen discussed the fire alarm system and decided not to send a letter to Concord Fire. Selectman Houle wants to cut out the service and Selectman Fontaine and Chairperson McKenney want to keep it.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to go into non-public session, according to RSA 91-A, III-C. Roll call vote: Arthur Houle, yes, Benjamin Fontaine, yes and Sandra McKenney, yes.

The Public meeting resumed at 9:09 PM.

Sandra McKenney will be attending meetings at the State House for House bill #748 and #520 on Tuesday, April 22 and a meeting at DRED at 7:00 PM on Tuesday, to hear a discussion on Bear Brook State Park and ATVs. Armand and Claudette Verville will also attend.

David told the Selectmen that the ATVs for the Police Department are in. The machines cost $7,500 each but were donated to us free of charge by the Bombadier Corporation of Canada. There may be a trailer that will also be donated.

On motion of Arthur Houle, seconded by Benjamin Fontaine, the meeting adjourned at 9:19 PM.
