SELECTMEN’S PUBLIC MEETING 5/13/2002
Benjamin E. Fontaine, Jr., opened the
meeting at 6:48 PM.
Present were Benjamin E. Fontaine, Jr.,
Arthur G. Houle, Sandra A. McKenney, Selectmen; and David M. Jodoin,
Administrative Assistant.
Also present were Chief Al Dionne, Jim
Rodger, and Jim Boisvert.
Police Chief McGonigle introduced three new
workers in the Police Department; Scott Eaton, Animal Control Officer, Erin
Young, Part-time evening Secretary, and Lois Gagne, full-time Police Officer.
Lois will be attending the next Police
Academy training school, along with Officer Clark and Officer Huard.
Scott will be attending a 5-week training
program at UNH for animal control officers.
The Selectmen met with Irene DeBlois from
Granite Street and Jim Boisvert to discuss a situation, which involves columns
on Town property and Mrs. DeBlois’ property. The road will be widened to
continue the sidewalk on that street, and Mrs. DeBlois would like to keep the
columns. She has agreed to take down the hedges and the pine tree. The
Selectmen agreed to wait and see what happens as work progresses and Mrs.
DeBlois will be informed as to what is happening, but there is no guarantee
that they won’t have to come down.
The Selectmen met with Jack McEnany to
discuss County grants. Mentioned were Water, sewer projects; elderly housing;
Town Hall 2nd floor; Main Street project; Highway/Police Building;
upgrading streets; and Sewer plant.
Mr. McEnany suggested a feasability study
for October with a project in mind.
Jim Rodger will contact Pembroke to work on
a grant for the Sewer plant.
Jim Boisvert discussed guardrails and
fences for the old fire station site, and will look into fencing for the side
next to the Noel property.
Chief Dionne and Selectmen Fontaine will
meet to renumber River Road.
Chief Dionne discussed a purchase order for
replacing a diesel pump in the utility truck; a smoke eater and a training
program with the NH Fire Academy.
Chief Dionne stated that there should be no
more Fire Safety Complex Building committee. All projects have been completed
and there is no money left for the Fire Department.
Sandra A. McKenney made a motion to go into
non-public session per 91-A, with Chief Dionne regarding a personnel issue. The
motion was seconded by Arthur G. Houle. Roll call vote: Sandra, yes; Arthur,
yes; Benjamin, yes.
The public meeting reconvened at 10:08 PM.
The Selectmen discussed several issues
including a motorcross track in Pembroke; a veterans exemption; the
groundbreaking ceremony at Pine Haven on May 18; Dare graduation on May 23rd;
the Allenstown web site; and the summer Renaissance recreation program.
On motion of Sandra McKenney, seconded by
Arthur G. Houle, to amend the 2nd page of the 4/15/02 Selectmen’s
minutes; it should read the Sewer account, not the Town account, motion passed
unanimously.
On motion of Sandra A. McKenney, seconded
by Arthur G. Houle, the meeting adjourned at 10:55 PM. Vote was unanimous.
