Sandra A. McKenney, Chairperson, Board of Selectmen, opened the meeting at 7:00 PM on May 5, 2003. Present at the meeting was Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant, and Donald Peloquin.
Sandra McKenney opened the bid from Wright Communications for the repeater system. The bid total was $7,825.00 with a fee of $25 each time the system is re-programmed.
The 2nd bid, Ossipee Mountain came in late and could not be considered.
Jim Boisvert of the Highway Department has requested that the bids be tabled because of an unresolved issue with the Town of Hooksett. On motion of Arthur Houle, seconded by Benjamin Fontaine, to table all bids for the repeater system, the motion passed.
David Jodoin is working on the ordinance for numbering houses in the Town. He is getting samples from other towns. There are many homes in Town that are not numbered.
The Fire Department rescue team is looking for ATVs to transport at least 2 people. They will apply for grants.
Sandra McKenney reported that there was a meeting for the Joint Loss Management committee. The only ones there were Sandra, Henriette, and Tom McDermott from NHMA. Tom will prepare a packet of repairs needed and meet with the Selectmen to discuss money issues.
David Jodoin reported that he received bids for the office furniture to be moved so that new tile floors will be put in Memorial Day week-end in the Town Clerk's office and the hallway.
ABC Movers bid $475 to take out the furniture and $475.00 to put it back, with a 3 hour minimum.
Starving Artists bid $105 an hour with $300 minimum. They will start moving the furniture on Thursday, May 29th after 3 PM and work will be started Friday.
Benjamin Fontaine made a motion, seconded by Arthur Houle, to accept ABC Movers' bid of $950 to move everything in the Town Clerk's office in and out to tile the floor. Motion passed.
The Selectmen will meet with Central NH Regional Planning Board on 5/12 at 7:00 PM to review materials for the zoning Board on the 13th. The Selectmen will hold a public hearing at 7:30 on May 12th to discuss the Solid Waste Ordinance.
Chief McGonigle reported that the new light for Cross and Hamel is at pole 39-10 and the one on Granite street is 29-27-Y-1. The light at 11-11 should be removed.
Sandra McKenney reported that the yellow bows will be made on Wednesday, May 7th at the VFW and Chief McGonigle informed her that nails are not permitted on telephone polls for safety reasons to the public service employees who work on the poles.
Chief McGonigle reported that the Bombadier Company of Canada is keeping the titles to the ATVs that were donated to the Police Department. They are at our disposal for a year.
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to go into non-public session per RSA 91-A:3 © for personnel issues. Motion passed. Roll call vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes. The time was 7:40 PM.
The Selectmen resumed the public meeting at 7:56 PM.
Ben Fontaine made a motion, seconded by Arthur Houle, to accept the minutes of 4/28/03 as written. Motion passed.
Sandra McKenney reported that Mr. Christie's land on Ferry Street is for sale for $335,000. Mr. Christie is in the process of a topographical study and needs to go to the Planning board for his campground proposal.
Meetings will be held on May 21st and 22nd regarding the Salem to Concord Bikeway trails. Claudette and Armand Verville will attend the meetings along with Sandra McKenney to discuss the Town's portion of the expense.
There is a meeting of the committee for the new fire truck on Tuesday, May 6th at 6:30 PM. Selectman Houle was not notified of that meeting. He reported that all bids received for the new truck have been thrown out and everyone will have to re-apply. The committee cannot sit with just one vendor to propose what they need in the truck. That is not fair to the other vendors.
A letter was received from Carol Angowski regarding her real estate assessment. The Assessor will contact her.

May 19, June 23, July 21, August 18, September 29, October 27, November 24 and December 29.
These schedules are approved by the Board of Selectmen.
Jim Rodger of the Sewer Commission requested permission to have the Sewer meetings from 4:30 PM to 6:30 PM on the 2nd Monday of each month. The Selectmen approved the request and Henriette will mark the calendar to reserve the room.
Karen Lascelle contacted Sandra McKenney to ask if she was a Department Head and should she be attending Department Head meetings. She is a commissioner for the Parks and Recreation commission. After some discussion, the Selectmen agreed to invite the Zoning, Planning, Parks and Rec. and budget committee chairpersons to department head meetings. Letters will be sent out.
The Old Home Day committee inquired about the bridge project to see when the work will be done as they have a parade in August and that street is on the parade route. The bridge will not go down until 2004. Jim Rodger reported that the Canal Street project will start soon and will take about 3 weeks.

No one has applied for the Fire Chief position yet. The deadline is May 16.
