SELECTMEN'S PUBLIC MEETING 6/2/2003
The Chairperson of the Board, Sandra A. McKenney, opened the meeting at 6:55 PM. Present for the meeting were Benjamin E. Fontaine, Jr., Arthur G. Houle, and Sandra A. McKenney, Selectmen; and David M. Jodoin, Administrative Assistant.
The Selectmen met with Bernadette Lafond, the current Deputy Treasurer, who is interested in replacing Diane Demers as Town Treasurer until March elections. Bernadette discussed her qualifications with the Selectmen. After discussion, the Selectmen signed her appointment certificate, along with Donna Samuel who will be the Deputy Treasurer.
The Selectmen, and Armand Verville, Claudette Verville, Jennifer Morin, and Jim Boisvert, met to discuss the Salem to Concord Bikeway feasibility study with the Department of Transportation and two of their representatives, Rom Maddali and Ansel Sanborn. The meeting was held to present to the public the three options currently under consideration for the Salem to Concord Bikeway. Comments made included funding, rail beds privately owned, snowmobiles, ATV's using these trails, volunteers, long range plans, eminent domain, and communities on board.
The Selectmen signed the Town clerk's report on dogs not registered on time. The report will be sent to the Police.
Arthur Houle made a motion, seconded by Benjamin Fontaine, to go into non-public meeting per 91-A:3 II (b) to interview a candidate for the position of part-time Fire Chief. Roll call vote: Benjamin Fontaine, yes; Arthur Houle, yes; and Sandra McKenney, yes.
The public meeting resumed at 9:40 PM. A motion was made by Arthur Houle, seconded by Benjamin Fontaine to appoint Everett Chaput III as part-time Fire Chief, expiration date 4/3/05. Motion passed.
Jim Boisvert of the Highway Department discussed the procedure at the dump on Saturday with a third person in attendance and working at the entrance gate. Jim discussed the need for cardboard boxes to be placed in plastic trash bags, also pizza boxes. This needs to be reflected in the new ordinance.
David Jodoin will check on Cross Street to see if the light has been installed at the corner of Hamel and Cross.
There will be a meeting of the Selectmen with Comcast cable company on June 23rd @ 7 PM.
David informed the Selectmen that the ball fields project on river Road has been started. Conduits are being installed. There was a complaint from a Wall Street resident that cars are being parked on his lawn. The individual stated that there should be no traffic on Wall Street as this was stated by Rick Haas at the initial meetings. The Highway Department has opened a path on River Road to access the property.
Central NH Planning has given the Town 2 proposals, one for circuit riders and one to prepare court cases. They will work with the Planning Board and the Zoning Board.
A cease and desist order has been issued to Russell Harvey on River Road regarding his zoning violations on his property on River Road. The Board decided to proceed further and have the Attorney draft up the necessary paperwork to proceed through the court system.
David reported that we are out of dump stickers and applicants will have to carry their signed permit until the stickers come in. Then Town will be allowing people who live in the parks to have a sticker for personal use.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the minutes of May 19th were accepted as written.
Selectman Fontaine asked Jim Rodger what transpired at the Planning Board meeting where the tape recorder was not on for the minutes to be recorded. The meeting was never adjourned, therefore, it was not a legal meeting.
The meeting adjourned at 10:37 PM.
