SELECTMEN'S PUBLIC MEETING 6/7/2004

Arthur Houle, Chairman of the Board, opened the meeting at 7 PM on Monday, June 7th. Roll Call: Arthur G. Houle, present; Sandra A. McKenney, present; Peter A. Viar, present; David M. Jodoin, present.

Also present at the meeting included: Beverly Merrill, Richard Merrill, Carol Merrill, Richard Lemay, Joan Bailey, Georgette Saucier, Lorraine Perron, Joanne Hrycuna, Richard Uchida, Bob Lee, J. H. Spain, Dan Howe, Richard Wheatley, Nancy Wilson, Karen Messing, Oliver Preve, and Joanne Haveline.

Attorney Richard Uchida, representing the developer of McNamara's Landing, spoke on the pros and cons of opening Lincoln Street, as a second means of egress, instead of only using Notre Dame Avenue.

Lincoln Street can be used in 3 ways: For emergency only, seasonally or open at all times. This meeting is only to provide information. The Selectmen have the power to open the street. If the street was opened, a Public hearing would be required.

Tim Bernier, an engineer, spoke for the project. Ms. Rossi spoke on the traffic situation and the volume of traffic it would entail. Lori spoke on a traffic study made that would involve 380 trips throughout the day that would go by on Lincoln Street. Selectperson McKenney mentioned that this is a lot of traffic for the amount of houses on that street. The street is very steep.

The Selectmen will take this information under advisement and get back to the law firm in 2-3 days.

The Board decided to discuss immediately. The consensus of the Board is that the road does not have to be open based on the information obtained at the meeting. Attorney Uchida was present to hear the decision.

The Selectmen met with Jeff Scott from Kennebunk Weavers who came in to thank the Selectmen for their support and to give them a bit of history regarding Kennebunk Weavers. It is a 75 year old company which makes decorative throws. The business is very successful and employs approximately 200 people.

Mr. Scott realizes the importance of the architecture of the mill to the Historical Society and suggested having tours for schools or organizations in the area.

The water main problem involved a fire watch for 2 days and the Fire Department charged 156 hours at the regular rate amounting to approximately $1,600. The Fire Department wanted to be paid the detail rate of $30 an hour according to a Fire Alarm Ordinance. The Ordinance was never brought up to the Town meeting and fees were never determined so it is null and void.

The Selectmen discussed the bill for the fire watch and it can be billed to Kennebunk or it can be absorbed by the Town. The Ordinance will be given to Attorney Rogers to work on fees and then given to the Fire Department for review. The Selectmen will then review at a workshop and hold a Public Hearing to implement the policy.

A motion was made by Sandra McKenney, seconded by Arthur Houle, to not charge for the Fire watch. Roll call vote: Art Houle, aye; Sandra McKenney, aye; Peter Viar, nay. The motion passed.

The Selectmen met with Don Peloquin and Rob Martin from the Fire Department who presented purchase orders and a promotion in the department. This promotion is a replacement, not a new position for Scott Silkman. Don also discussed replacing equipment for the Town frequency.

Sandra McKenney stated that the next Safety Joint Management committee meeting is scheduled for June 18th at Town Hall at 1 PM. She also stated that the CCD building on School Street has been condemned and wondered where the classes would be held in the future.

A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the Selectmen's minutes for the 5/24/04 meeting. Motion passed.

Other issues discussed were Bear Meadows, Cease and Desist violation and Tax deeding to be paid no later than September 1st. A letter will be sent by regular mail as a reminder and a courtesy to taxpayers stating after September 1st the Town will execute a tax deed for the property if it is not paid. The Conservation Commission has some interested new members who will attend their next meeting. It appears that there are 2 open slots on the Budget committee. Also discussed were a Certificate of Insurance for ARA, Timber Framers Guild for the roof at the Meeting House; meeting of the Steering committee for the Meeting House on 6/22 at the Town Hall at 7 PM.

Also discussed was the Fundraiser that Carol Martel is interested in doing for the Meeting House and starting up the ARA committee again.

The next meeting will be June 21 as the Selectmen have started the summer program of meeting every other week.

On motion of Sandra McKenney, seconded by Peter Viar, the meeting was adjourned at 9:26 PM.
