SELECTMEN’S PUBLIC MEETING 7/1/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting at 7:03 PM. Present were Chairman
Fontaine, Arthur G. Houle, and Sandra A. McKenney, Selectmen; and David M.
Jodoin, Administrative Assistant.
The Selectmen met with Tom Tripp to discuss
the use of OHRV’S in his neighborhood and what the Town ordinance is regarding
unreasonable noise. Chief McGonigle and officer Mulholland of the Allenstown
Police Department spoke on the issue. Chairman Fontaine said that there are no
authorized trails in Allenstown; Bear Brook State Park can only be used for
OHRV’S when there is snow on the ground and OHRV’S cannot be on the road.
Chief Dionne met with the Selectmen to
discuss purchase orders and bids for wiring and material for the Granite Street
project. After discussion, a motion was made by Selectperson McKenney, seconded
by Selectman Houle, to accept East Coast Signal Installation for $460 for
labor, and $622 for wiring. Motion passed unanimously. A certificate of
insurance is needed before work begins.
Selectperson McKenney made a motion to
accept Rudolph’s Electric Company bid for $1,770 for a generator connection at
the Fire Station. Motion seconded by Arthur G. Houle. Motion passed
unanimously.
The Selectmen met with Tom Christie who
would like to put in a campground at 100 Ferry Street. Mr. Christie would like
a clarification of Article 3, Section 302, Item E which states that temporary
structures used as living quarters do not need a special exception. The
Building Inspector would not give Mr. Christie a permit to use a trailer as an
office on his land. David will call the Town Attorney for an answer tomorrow.
The Selectmen met with Chief Dionne to
discuss fire apparatus, specifically, a ladder truck. Selectman Houle would
like the Chief to consider updating the fire apparatus, replacing a pumper to
start with instead of a ladder truck.
A motion was made by Arthur Houle, seconded
by Sandra McKenney, to pass the resolution that was submitted on June 17, 2002
to change addresses on River Road. Sandra McKenney made a motion to amend that
motion to include
posting the # on the house and make certain
it is visible. Seconded by Arthur Houle. Amendment passed unanimously. Motion
passed unanimously.
Robert Marier is interested in being on the
Zoning Board and was present to ask the Selectmen to be appointed. The
Selectmen have other people interested and will make a decision within 30 days.
Several issues were discussed with the
Administrative Assistant: insurance, White Sands in Pembroke (David Jodoin will
contact David Stack to ask why Allenstown citizens cannot go there); double
decker bridge and a possible date to meet with the Pembroke Selectmen (July 15th
or July 22); and the freezer for the Welfare Department. Also discussed was the
2nd phase of the Master Plan. So far, 300 surveys have been
received.
The Selectmen signed requests for raises
for the Town employees. All are getting 2.5% raises except the Police
Department which received $1.50 after Town Meeting plus the 2.5% on July 1.
The Assessors went to Court and were denied
the Administrative search warrant for the current tax case under appeal. The
Board also denied unanimously the counter offer on the property tax case as the
case has already gone to the BLTA.
Selectperson McKenney made a motion to
spend no more than $200 for shirts for Town Hall employees. Arthur Houle
seconded the motion. Discussion followed. A vote was taken. Sandra McKenney
voted yes. Motion defeated.
Selectperson McKenney made a motion to
accept the minutes of 6/17/2002. Arthur Houle seconded the motion. Unanimous
vote to accept.
On motion of Sandra McKenney, seconded by
Arthur Houle, the meeting adjourned at 9:40 PM.
