SELECTMEN'S PUBLIC MEETING 7/12/2004

Arthur G. Houle, Chairman of the Board of Selectmen, opened the meeting at 7 PM. Roll call: Arthur Houle, present; Sandra A. McKenney, present; Peter A. Viar, present. The Administrative Assistant, David M. Jodoin, is on vacation.

Members of the audience present were Dan Howe, Larry Anderson, Alfred Heavey, Jenna Gray, and Jennifer Tulles, all potential candidates for different boards in Town. Also present was Cheryl Thayer, from the Zoning Board.

Chairman Houle discussed the responsibilities of members, training available, alternate positions, full time members, and being sworn in by the Town Clerk, if appointed.

Dan Howe was appointed to the Budget committee until March, 2005; Larry Anderson was appointed to the Budget committee until March, 2005; Alfred Heavey was appointed to the Conservation Commission; Larry Anderson was appointed as an alternate to the Zoning Board; Jenna Gray was appointed to the Conservation Commission; Jennifer Tulles was appointed as an alternate to the Zoning Board.

The Selectmen accepted with regret the resignation of Cheryl Thayer as Secretary to the Zoning Board. Cheryl is moving out of Town.

Jim Boisvert reported that there is still a day of work at the Mill, to clean up the heavy metal.

The Selectmen met with Mark and Andrea Duchesne of 10 Whitten Street, to discuss visual land erosion near their property which is abutted by the Recreation Park. Suggestions were made by Jim Boisvert of the Highway Highway Department as to what can be done to stop the water from coming on their land. The Selectmen will discuss further and get back to Mr. and Mrs. Duchesne. Also attending was Michael Frye of 12 Whitten Street.

A motion was made by Sandra McKenney, seconded by Peter Viar, to go into Non-Public, according to RSA 91-A:3 II ©. Roll call vote: Arthur, yes; Sandra, yes; Peter, yes. Motion passed. The Selectmen went into Non-Public with James Boisvert of the Highway Department, regarding a personnel issue.

The Public meeting resumed at 7:52 PM.

Jim Boisvert stated that Hamel Avenue will be repaired and paved the week of July 27th. Jim has concerns with the Sewer and Water Departments. They have work to do on the street before it can be paved.

Peter Viar reported that the traffic control under the double decker bridge on the Allenstown side was appalling when he tried to get through the other day.

Peter attended the Tri-Town meeting Sunday evening and reported that a request was made by Tri-Town for input from both Allenstown and Pembroke as to what is comfortable for both Towns in services.

A letter was sent to Healthtrust to see if we can lower the prices on the Medical and Dental coverage for employees. Other carriers will be contacted also.

The Selectmen will review our phone costs with David and look into switching to Lightship, to make our long distance and local calls more cost effective.

There is illegal dumping going on at the end of Chester Turnpike. There is garbage on both sides of the road. A suggestion made was an emergency gate or signs. The Selectmen will discuss further with Jim from the Highway Department.

Budgets should be ready to be reviewed by September 1st.

Pembroke Water Works inquired if we needed a line to the Town shed? No.

The Selectmen reviewed a Building Use policy, whereby several buildings in Town are used for meetings of a different nature than Town business. An insurance policy needs to be in place. A fee and security deposit are part of the policy. Peter Viar made a motion, seconded by Sandra McKenney, to adopt the Building Use policy. Motion passed.

Other matters discussed included the Donegan Property, the Bond on the road, letter received from the Building Inspector regarding a permit, and an update from Burd Engineering.

Central NH Planning will do a traffic count on Letendre Avenue, Granite Street, Notre Dame at Al's Avenue, and Deerfield Road.

A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the minutes of June 21, 2004, Selectmen's minutes. Motion passed.

The Selectmen will ask David to set up a meeting with Wil Corcoran in August to discuss assessing issues and budget.

Sandra McKenney reported that no one worked on the Cemetery cleanup on Saturday. Discussion followed on issues with the Historical Society and the Conservation Commission. Peter Viar stated that the groups need to manage their affairs and work together in the best interest of the Town.

The next Selectmen's meeting is scheduled for August 9th. The Selectmen will start working on the budget for 2005.

Sandra McKenney made a motion, seconded by Peter Viar, to adjourn the meeting at 9:04 PM. Motion passed. Meeting adjourned.
