SELECTMEN'S PUBLIC MEETING 7/21/2003
Sandra A. McKenney, Chairperson, Board of Selectmen, opened the meeting at 7:00 PM. Present were Arthur G. Houle, Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; Donna Meadows, Monica Nann-Smith, Jim McGonigle, Jim Boisvert, Jim Rodger, Betty Richard, and Chris Emond from the Boys and Girls Club.
The Selectmen met with Department Heads to discuss issues and concerns. Chairperson McKenney mentioned that Town Hall will be short-handed for the next couple of months, so please try to keep requests at a minimum.
Chairperson McKenney stated that Town Hall needs copies of all meetings; Recreation, Planning, Zoning, Joint Loss Management, CNHRPC and the Budget Committee. Jim Rodger stated he will bring in the Recreation minutes.
The Selectmen have not heard from the Department of Transportation regarding the Salem to Concord Bikepath. A letter was sent to Carol Murray, DOT Commissioner, stating that we do not support the bike path.
Jim Rodger inquired into the roofing and carpeting of the Rec. Center and Selectman Fontaine stated that he should proceed with the repairs. Jim Boisvert stated that his brother will make a locking gate for the Park.
Chris Emond from the Boys and Girls Club in Concord was present at the meeting to find out if there was any progress regarding the Recreation Center and when it will be back in operation after the gas cleanup.
Monica Nann-Smith, the Building Inspector, stated that she has met with Ron Dickinson, and he will be complying with regulations. Monica stated that everyone she has been dealing with so far has been co-operative. She has been busy inspecting decks, sheds, and porches and she is going to work on files.
Selectman inquired about the campground issue on Ferry Street. Monica stated she has not heard from Tom Christie regarding that issue.
Police Chief McGonigle reported that a summons was given for someone on Cross Street regarding having a yard sale all week without a permit. The Town allows one yard sale permit per month and is only for weekends.
Chief McGonigle reported that the Highway Safety DWI grant held last week was very successful.
Betty Richard, representing the Library, reported everything is going well at the Library. There is a new Handicap parking lot on the side of the Library. The air-conditioner is working well.
Jim Boisvert of the Highway Department reported that everything is going great. He would like to have a list to distribute to the citizens regarding the new Trash Ordinance. There is an amendment for businesses in Town as to what they can or cannot bring in. Warnings will be given for people who disregard the new rules before being fined.
Paving will be done this week on Al's Avenue, Notre Dame, Reserve, Canal to Main Street.
The Sewer Department's work on Canal Street is almost done.
Chairperson McKenney reminded Department Heads that out of pocket expenses need receipts in order to get re-imbursed.
The Selectmen decided that Dick Keely will mow the lawn in the front yard of the Town Hall. He will use the Recreation mower. The mower needs to be stored on Town property, not on personal property.
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to go into non-public under RSA 91-A:3 II(a), regarding a personnel issue. Roll call vote: Arthur Houle, yes; Benjamin Fontaine, yes; Sandra McKenney, yes. The non-public meeting started at 7:58 PM.
The public meeting resumed at 8:58 PM.
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to accept the minutes of 6/23/03 Selectmen's public meeting. Motion passed.
The Selectmen and David went over old business:
David reported that the railroad bed in back of 26 School Street is not owned by the Town. It is owned by Roger Bernard.
There is a meeting coming up on August 7th, regarding the landfill at the State of NH that David will attend.
The property belonging to Mrs. VanderHaegen on River Road has a tree that needs to be removed. Jimmy Boisvert stated that he can take it down. Someone called about the back taxes on this property.
The tapes used to record minutes of Selectmen's meetings can be erased after the minutes of the meeting are approved.
The Old Home Day committee called and invited the Selectmen to walk in the parade again this year. It is the 23rd of August.
There is a meeting for the Historical Society on August 25th regarding the meeting house on Bear Brook Road.
The Building Inspector sent a letter to Mrs. Bailey regarding the Main Street property.
The Building Inspector sent a letter to Gary and Kimberly Martin of 53 New Rye road, regarding acreage on their property.
Chairperson McKenney is waiting for a call from Kerri Champagne of AWEB regarding volunteer workers.
The certificate of Insurance has been received from Keyspan. Work on the River Road ball field has been detained due to summer vacations.
The next Selectmen's meeting will be August 4, 2003 and the next Department Head meeting will be august 18th.
