SELECTMEN’S PUBLIC MEETING 8/18/03

Chairperson Sandra A. McKenney, opened the meeting at 7:03 PM. Present were Sandra A. McKenney, Arthur G. Houle, Benjamin E. Fontaine, Jr., Selectmen; David M. Jodoin, Administrative Assistant; Jim Boisvert, Robert Martin, Monica Nann-Smith, Jim McGonigle, Vivien Doane, Don Peloquin, Edward Higgins, Scott Silkman, and a representative from New Lexington Fire.

The bids for the new fire truck were opened:

New Lexington $283,528.00

American LaFrance 9; 285,761.00

Greenwood 9; 317,800.00

The bids will be discussed with the new Fire truck committee.

Karen Lascelle came in to announce that she is moving to Concord and will be resigning from the Budget Committee and the Parks and Recreation Commission.

The Selectmen met with Department Head personnel to discuss matters pertaining to their department.

Jim Boisvert discussed dump stickers and procedures at the transfer station with people using friend’s vehicles to bring out of Town trash.

Vivien Doane stated that the Book Sale held last Saturday at the Library was very successful.

Monica Nann-Smith reported several permits and code violations are in the works. The code violations are very time consuming.

Jim McGonigle reported that the Allenstown Police Department will be doing police duty for Old Home Day on Saturday, August 23rd.

Sandra McKenney will be walking in the Parade. Benjamin Fontaine will be out of Town and Arthur Houle will be riding in his car in the Parade.

Jim Boisvert would like to know if some of the roads in Town are Town owned or are they private roads? Someone would like to cut some trees and it is not certain if the Town owns the road. He does not want to cut someone’s trees. David will consult with the Attorney.

The budgets for 2004 are due on September 5th. The Selectmen want budgets to be level-funded with 0% increase including raises.

Police Chief McGonigle will meet with the Selectmen on September 15th to discuss the Police department budget.

The Selectmen asked the Fire Department to prepare a report listing all calls, and inspections, as well as vehicle repairs.

Other Departments using Town owned vehicles need to make a list of those vehicles, their cost of repairs and any ongoing problems.

The subject of fireworks came up. Chief McGonigle explained that fireworks are prohibited in this Town. The Town has the right to disallow. A person can own fireworks but cannot discharge them in this Town.

On motion of Arthur Houle, seconded by Ben Fontaine, the letter of resignation from Karen Lascelle, was accepted with regret. Motion passed.

The Selectmen will meet with the Historical Society on September 25th. Robert Tigges would also like to meet with the Selectmen as he has done a survey regarding the layout of Kimberley Lane.

There was a discussion on using CNHRPC for issues with the Zoning and Planning boards. The cost would be high and hard to pass on to the applicant. The item will be discussed again with CNHRPC on September 22.

NHMA is working on the Salary Project. David will call for an update.

David reported that the Town is waiting for test results on the gas issue at the Rec. Center before they can open up the center. It may be a month away. If that does not work, then they can operate out of Aubuchon and lease the portion of the building to be used month by month if need be.

David will send in the landfill application by August 30th, We have to prove that we have not been dumping trash since July of 1981.

Chairperson McKenney reported that the Renaissance group will help the ARA with Bewitched Forest. They will do games and a skit.

Chairperson McKenney reported that there are questions regarding the naming of the double decker bridge after certain individuals who served in the war.

It has been mentioned that the bridge should be called the Veterans Bridge. David Jodoin will talk to David Stack in Pembroke regarding this issue, and a letter will be sent to Senator Barnes as well as the Department of Transportation.

Fire Chief Chaput was not present at tonight’s meeting. Chairperson McKenney stated that he would like to form a committee to see if there is a need to purchase an ambulance for the Town. The Selectmen will discuss the issue at a later time with the Chief. They want to look at private ambulance services similar to Tri-Town. Pembroke needs to get involved in this situation.

On motion of Ben Fontaine, seconded by Arthur Houle, the minutes of the Selectmen’s meeting of August 4th, were accepted as read.

The meeting adjourned at 10:40 PM.
