SELECTMEN’S MEETING 8/4/03
Chairperson Sandra A. McKenney, opened the meeting at 7:00 PM. Present at the meeting were the Selectmen, Benjamin E. Fontaine, Jr., Arthur G. Houle, and Sandra A. McKenney; Administrative Assistant, David M. Jodoin, Lori and Sara Thompson and Eric Feustel.
The Selectmen interviewed Eric and Lori for full time members of the Zoning Board.
Eric stated he is available for training and will attend workshops.
Lori presented a letter of resignation from the Planning Board and feels she can be a productive member of the Zoning board. The Selectmen accepted her resignation with regret.
On motion of Benjamin E. Fontaine, seconded by Arthur Houle, both candidates were accepted as full-time members of the Zoning Board. The new members were sworn in by the Chairperson. Their appointments are valid until 4/1/2006.
On motion of Sandra McKenney, seconded by Arthur Houle, Diane Demers was appointed Deputy Welfare Officer until 4/1/05. Motion passed.
A motion was made by Sandra McKenney, seconded by Arthur Houle to appoint Everett Chaput III as Emergency Management Director. After some discussion, the matter is tabled until the next meeting in order to discuss it with the Chief in more detail.
Jim Rodger and Chris Emond from the Boys and Girls Club asked if they could contract with Aubuchon to use the facilities for a potential Recreation Center until the gas leak problem has been resolved. The memorandum of understanding between the Town and the Boys Club will need to be signed by the Recreation Commission first. Jim Rodger needs to contact the owner of the building that he is looking to rent to clarify some issues.
The Numbering system for houses will be discussed at the next Selectmen’s meeting on 8/18/03. The Board is requesting input from the Police and Fire Chiefs. A public hearing will follow at another meeting.
TheTrash Ordinance will be finalized at the August 25th meeting.
David informed the Selectmen that Roger Bernard is the owner of the railroad property adjacent to the Gamache property on School Street. He was sent a letter informing him that he would receive a tax bill in the Fall.
Chairperson McKenney asked Selectman Houle if he had called Lorraine Berthiaume regarding a letter she sent about Elderly Housing. Mr. Houle has not contacted her yet.
Tamra Champney from AWEB will do yard work for the Town at no cost to the Town. She will weed the flowers in the front yard. She will be starting this week.
Sandra McKenney stated that the ambulance that is parked at the Fire Station has not been purchased by the Fire Department. It is there for storage only.
Sandra McKenney stated that rumor has it Jim Rodger was fired from doing lawn work at Town Hall. That is not true. The Board of Selectmen has just changed responsibilities back to Town Hall.
Also, Jim Rodger stated in the Banner that he was not in the loop. Chairman McKenney stated that Mr. Rodger had been informed of the situation at the Recreation Center, as were other commissioners.
David discussed the two options for the White Rabbit Inn. Either the owners fix the roof or the building needs to be demolished. The Selectmen signed an order to be sent to the Estate.
State Representative Jack Barnes attended the meeting to discuss the naming of the bridge between Allenstown and Pembroke. Also present was Robert Marier who contacted Mr. Barnes to suggest his brother’s name, who was killed in action on 3/2/51. More discussion on this matter will take place at a later time.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the minutes of 7/21/03 were accepted as read.
Sandra McKenney made an amendment to the minutes stating that on page 3, 4th paragraph from the bottom, a letter was sent to Mr. and Mrs. Martin by Attorney Bedard, not by the Building Inspector. Arthur Houle made a motion, seconded by Benjamin Fontaine to accept the minutes as amended. Motion passed.
Fire Chief Chaput will be coming in on 8/18/03 to discuss Tri-Town Ambulance and re-numbering for 911.
Chairperson McKenney attended the Joint Loss Management meeting on 8/4/03 at the Fire Station with 2 firemen in attendance and Richard Fortier from the sewer plant.
The Board discussed the motion to enforce on Russell Harvey as well as the letter Mr. Harvey sent to the Town.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the meeting adjourned at 9:50 PM.
