SELECTMEN'S PUBLIC MEETING 8/9/2004

Arthur G. Houle, Chairman of the Board of Selectmen, opened the meeting at 7 PM on Monday, August 9, 2004. Present at the meeting was Arthur G. Houle, Sandra A. McKenney, Peter A. Viar, Selectmen; David M. Jodoin, Administrative Assistant.

The Selectmen discussed a few items waiting for Wil Corcoran of Corcoran Consultants. David mentioned he has received 10 proposals for the Landfill;

The Attorney is working on the Tax Deeds which will be executed September 1st if they are not paid; There has been no official word saying that the Mill has been all cleaned out; David, Ed Cyr, Arthur Houle, State Officials and Sandra McKenney, went to the school to check safety issues for voting purposes in November; and the Recreation Ballfield on River Road was discussed.

The Selectmen met with Wil Corcoran, of Corcoran Consultants concerning the assessments in Allenstown. The Board discussed abatements, fixed schedule for assessor, values on homes, especially multi-family units, and the Assessor working with the Assessing Clerk. It was decided to have the Assessor here at least one whole day a week.

A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the minutes of the Selectmen's public meeting on July 12th, 2004. Motion passed.

A motion was made by Peter Viar, seconded by Sandra McKenney, to amend the minutes to remove the 3rd paragraph , 2nd page, under Tri-Town meeting. Mr. Viar does not recall saying that "a request was made by Tri-Town for input from both Allenstown and Pembroke as to what is comfortable for both Towns in services. Motion passed.

The Selectmen met with Peter Mehegan, Dennis Carmichael and David Eaton of Sunrise Baptist Church, who came in to offer a letter of apology to the Town of Allenstown, regarding the Cutting lawsuit in the early nineties.

The Selectmen met with the Fire Chief, Everett Chaput III, who spoke on the appointments of two new firefighters, Brian Locke and Richard Kvetkosky, Jr. The Selectmen signed their appointments.

The Fire Chief presented 3 purchase orders for consideration.

The new Fire truck will be delivered tomorrow night around 5:30 PM.

The Fire Chief presented a manual to the Selectmen, regarding Resident Students for the Fire Department. This is sponsored by the Tech school in Laconia. It has worked well for the Towns of Chichester, Gilmanton, and Gilford. Mr. Viar suggested we get letters of approval from these Towns. The Fire Chief would like the Selectmen's approval on this project as soon as possible so he can act on this. The Selectmen will make their decision at the next meeting, August 23rd.

The Selectmen discussed budgets for 2005. They will be setting up meetings with Departments in September. The Selectmen looked at the Health Department budget, the Library budget, the elections budget, the Town Clerk, Capital Outlay, the highway Packer, the Visiting Nurse Association, the Regional Planning, Economic Development, Insurance, personnel and Executive.

The next meeting will be held at 7:00 PM on 8/23/2004.

A motion was made by Peter Viar, seconded by Sandra McKenney, to adjourn the meeting. The meeting adjourned at 9:28 PM.
