SELECTMEN’S PUBLIC MEETING 9/16/2002

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM. Present were Benjamin E. Fontaine, Jr., Arthur Houle and Sandra McKenney, Selectmen; and David Jodoin, Administrative Assistant.

The Selectmen met with candidates who are interested in being on the Planning Board or Zoning Board as alternates. Alternate members can attend meetings, participate in the discussions but cannot vote unless they are asked to fill in.

Tom Gilligan of 55 Birchwood Drive, and Lori Thompson of 45 Birchwood Drive, came in to apply for alternate positions on the Planning Board. Mr. Gilligan has been attending Planning Board meetings and is on the Master Plan committee. He would like an opportunity to get involved in the Town affairs. He would attend workshops to better understand the ordinances.

On motion of Arthur Houle, seconded by Sandra McKenney, Tom Gilligan was appointed as an alternate member of the Planning Board from 4/1/2002 to 4/1/2005. Vote was unanimous

Lori Thompson is interested in the development of the Town and would like to help out and be involved as a member of the Planning Board. She is willing to take courses and attend classes.

On motion of Arthur Houle, seconded by Sandra McKenney, Lori Thompson was appointed as an alternate member of the Planning Board from 4/1/2002 to 4/1/2003. Vote was unanimous.

The certificates of appointments for Mr. Gilligan and Mrs. Thompson were signed by the Town Clerk and they were sworn in.

The Selectmen met with representatives of Casella Waste Management to discuss Saturday hours at the site on River Road. The General Manager, David Allen, discussed the operations of the hauling company and the improvements that have been made over two years since they purchased the business. They would like to open on Saturday morning to address their customers’ needs. They would like to open from 7:00 am to 12:00 noon.

The public was invited to make comments, especially the people who live in the area of the plant. Jim Powers complained of the odor; he cannot open his windows at his home until after 4:00 PM daily. Doris Vigliotti complained of the dust and reminded people that when this business went in, it was understood that Saturday morning operations would only occur in an emergency situation. Ann Maltais would like to see a high fence and trees to cover up the smell and the noise. Carol Bettez would like a fence over 8 ft. and that would require a hearing with the Zoning Board. She also mentioned that the corner lot which is owned by Casella should be mowed.

Sandra McKenney made a motion to go into non-public per RSA 91-A3:IIc at 8:25 PM. Roll call vote; Benjamin Fontaine, yes; Arthur Houle, yes; Sandra McKenney, yes.

The public meeting resumed at 9:48 PM. The Selectmen met with Chief Dionne to discuss purchase orders.

On motion of Sandra McKenney, seconded by Arthur Houle, the interest charges on property at 27 Washington Street will not be waived. Motion passed unanimously.

Selectperson McKenney said that Marilyn Boucher of Rocky Road Association and residing at Parkwood Drive, Allenstown would like to meet with the Selectmen regarding park rules. The Selectmen suggested writing down their concerns before the Association meets with the Board. Selectperson McKenney will contact Mrs. Boucher.

The Selectmen received applications from Telephone Pioneers to be given to elderly or disabled people if there is a need and if they qualify. This group is a non-profit organization.

The Master Plan Survey is in and there is a copy at Town Hall for the Public to review.

The Taxicab ordinance is being reviewed by the Police Department and a workshop will be set up in the near future.

Other matters discussed by the Selectmen include acknowledging a Town employee, the web page, current Selectmen’s meeting minutes not on the web page, and e-mail for Town Hall.

On motion of Arthur Houle, seconded by Sandra McKenney, the minutes of 9/9/2002 were accepted as read.

The meeting adjourned at 10:40 PM.
