SELECTMEN'S MEETING 9/23/2002

The meeting was called to order by Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen. Present were Benjamin E. Fontaine, Jr., Arthur G. Houle and Sandra A. McKenney, Selectmen; and David M. Jodoin, Administrative Assistant.

The Selectmen met with Bob and Karen Tigges of Kimberly Lane, who had a complaint regarding a junkyard behind his property. Mr. Tigges has contacted the Building Inspector regarding this situation. The Selectmen informed Mr. Tigges that they will speak to Mr. Field, the Building Inspector, to see if the person involved has legal papers allowing him to have a car dealership at that location. David will contact Mr. Tigges as to their findings.

The Non-public session regarding a personnel matter is being canceled as the employee involved has rendered his resignation and is no longer an employee of the Town.

On motion of Arthur Houle, seconded by Sandra McKenney, the resignation of the Fire Chief, Al Dionne, was accepted unanimously.

A list of items being turned in by the Fire Chief will be signed by the Board.

On motion of Arthur Houle, seconded by Sandra McKenney, to accept an equipment list being turned in by the Fire Chief, was accepted unanimously.

The Selectmen met with Chief Jim McGonigle to present his budget for next year.

Chairman Fontaine recommended 30 hours each shift.

On motion of Arthur Houle, seconded by Sandra McKenney, to have the 2 secretaries work 30 hours each, motion passed unanimously.

Computer Expense add $2,500 for a maintenance contract.

Chief McGonigle spoke to Dave Dziura of the SAU office. He is not opposed to assuming the cost under the School budget for the Cross guards.

Selectperson McKenney asked about the increase in salary. The Chief said that when Captain Montplaisir leaves, he probably will not be replaced as a Captain but the next two officers will move up. The Chief would like to upgrade them to the difference of the Captain's salary.

The Selectmen did not vote on a bottom line as of yet.

The Administrative Assistant discussed other budgets:

Debt Service

On motion of Sandra McKenney, seconded by Arthur Houle, the Debt Service line will be $94,180.00. Motion passed unanimously.

Economic Development

On motion of Arthur Houle, seconded by Sandra McKenney, the Economic Development line will be $500.00. Motion passed unanimously.

Selectperson McKenney mentioned that last year we donated $250 for the Christmas in the Village organization to be included in the patriotic budget.

On motion of Sandra McKenney, seconded by Arthur Houle, the Christmas in the Village donation will be $250.00. Motion passed unanimously.

On motion of Sandra McKenney, seconded by Arthur Houle, the Patriotic purpose budget will be $2,800.00 which includes the $250 for Christmas in Suncook. Motion passed unanimously.

On motion of Arthur Houle, seconded by Sandra McKenney, the Tax Map line on the budget will be - 0 -. Motion passed unanimously. The amount spent this year was $2,100. David indicated that any updates would not cost more than $750.00. There should be a warrant article for $1,000 for the Capital Reserve Fund.

Utility Revaluation for next year update will be budgeted at $1,500. On motion of Sandra McKenney, seconded by Arthur Houle, Utility revaluation line will be $1,500.00 Motion passed unanimously.

The Legal line will remain the same, $40,000.00

On motion of Sandra McKenney, seconded by Arthur Houle, the legal line budget will be $40,000.00. Motion passed unanimously.

The Property Liability Insurance line has decreased . On motion of Arthur Houle, seconded by Sandra McKenney, the budget for Property Liability Insurance will be $40,000.00. Motion passed unanimously.

David went over the agenda for next week's meeting. A meeting with PSNH, a discussion with Richard Lemay, and the Fire Department's budget. The Deputy Fire Chief, Rob Martin, will be in charge of the Budget review. Other budgets to be reviewed will be Planning, and Zoning, Parks & Recreation. A tentative schedule will be Fire--September 30; Parks and Rec.---October 7; a Holiday on October 14th. and the Town's portion of the budget on October 21st. We should be all done with reviewing the budgets in 5 weeks. Dates to be set are for the Deliberative session, the budget committee's public hearing on the budget and Town meeting.

Arthur Houle brought up a problem with Emergency Management. The inventory should be brought up to date. Supplies are all over Town, and a designated area needs to be discussed. David will call the Fire Department.

Discussion ensued as to what would be done with the Fire Chief's position. It was determined that the Fire Chief's position will be posted.
