SELECTMEN’S PUBLIC MEETING 9/9/2002

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM. Present were Benjamin Fontaine, Arthur Houle, and Sandra McKenney, Selectmen; David Jodoin, Administrative Assistant.

The Selectmen met with Richard Keeley, to discuss the custodian position at Town Hall. Mr. Keeley will do the work in the evening. He will also cut the lawn at Town Hall and the Recreation Center, and clear the ramps at Town Hall and at the Library this winter. He will also do light maintenance.

The Selectmen discussed the Taxicab ordinance, as someone is interested in having a taxi in Town. There are guidelines such as fees, tax meters, drug testing, alcohol policy 118-20, and flat fees.

A motion was made by Arthur Houle, seconded by Sandra McKenney, to table the taxicab ordinance until the Selectmen can discuss it at next week’s meeting. Motion passed unanimously.

On motion of Arthur Houle, seconded by Sandra McKenney, the public meeting closed at 7:38 PM to go into non-public meeting. Benjamin Fontaine, yes; Arthur Houle, yes; and Sandra McKenney, yes. Motion passed unanimously.

A motion was made by Arthur Houle, seconded by Sandra McKenney, to go into non-public session, per RSA 91-A, personnel matter with Police Chief Jim McGonigle, at 7:39 PM. Benjamin Fontaine, yes; Arthur Houle, yes; Sandra McKenney, yes. Motion passed unanimously.

The Public meeting resumed at 8:30 PM.

David discussed the agenda for next week, which will include the taxicab ordinance, alternates on Planning and Zoning Boards, and Casella Waste on River Road.

On motion of Sandra McKenney, seconded by Arthur Houle, all dog fees will remain in the General Fund. The vote was unanimous.

David discussed the dispatch fees for the years 2002 and 2001. He received a letter from Hooksett Town Hall as they are getting ready to do their audit. David will call the Hooksett Police Chief to discuss the matter.

Arthur Houle reported that the Web page has been updated, new colors, new format, the links are done, the Master Plan information is included. Chairman Fontaine told David to purchase the software which costs about $150.00.

On motion of Sandra McKenney, seconded by Arthur Houle, the minutes of the 8/26 Selectmen’s meeting were accepted as read. The vote was unanimous.

Sandra McKenney made an amendment to the motion, to make a correction to the minutes of 8/26. Selectman McKenney changed to Plan A for the double-decker bridge because she agreed with the Fire and Police Chiefs’ decisions of safety issues.

The Selectmen reviewed comments written on the Master Plan surveys.

The Selectmen discussed stop signs, and Chief McGonigle will obtain a copy of uniform trafficking from the State of New Hampshire.

Selectman Houle said that someone made an offer for the ’76 Dodge truck which is owned by the Town.

The Selectmen signed checks and read correspondence.

On motion of Sandra McKenney, seconded by Arthur Houle, the meeting adjourned at 9:43 PM.
