SELECTMEN’S PUBLIC MEETING 3/4/2002
Arthur G. Houle, Chairman of the Board of
Selectmen, opened the meeting at 7:00 PM. Present were Arthur G. Houle,
Benjamin E. Fontaine, Jr., Sandra A. McKenney, Selectmen; David M. Jodoin,
Administrative Assistant. Also present was James Rodger.
The Selectmen met with Eric Bakerman from
Alpine Woodworking on Bartlett Street to discuss back taxes on the building
that housed Suncook Label Company. The back taxes are for the past two years.
This is a new company. They have been in the building for 6 months with 8
employees. They hope to employ at least 13-15 employees in the near future. They
would like to know what can be done to help the payment of $17,000 outstanding
on taxes.
The Selectmen will take this under
advisement and let Mr. Bakerman know of their decision by next week.
After discussing the matter, a motion was
made by Sandra A. McKenney, seconded by Benjamin E. Fontaine, Jr., to offer a
20% discount on the back taxes. Vote was unanimous. David will inform Mr.
Bakerman in a letter of the offer.
The recorder was turned off at 7:25 PM for
the Selectmen to sign checks. The recorder was turned back on at 7:50 PM. The
Selectmen discussed with the Administrative Assistant the new purchasing
policy. The purpose of this procedure is to establish a uniform method for
purchases in the Town of Allenstown. (The Selectmen’s Policy #2002-04 is attached
to the minutes) The Selectmen will sign the policy at their next public
meeting.
The Selectmen discussed a new Payroll
policy with the Administrative Assistant. The Selectmen will sign the policy at
their next meeting. (Policy # 2002-05 is attached to the minutes)
The Selectmen will take home and review the
policy for insufficient fund checks.
The per-ambulation with the Town of
Hooksett is scheduled for Saturday, the 9th of March. Sandra A.
McKenney will verify the appointment.
The Selectmen discussed the Building
Inspector’s vehicle and the repairs that are needed to make it safe; it was
decided to hold off until after Town voting. It was also noted that if the vehicle was
unsafe, it should not be driven. The Selectmen signed a purchase order for
uniforms for the new full-time firefighter.
On motion of Benjamin E. Fontaine, Jr.,
seconded by Sandra A. McKenney, the minutes of 2/25/02 were accepted as read.
Vote unanimous
On motion of Sandra A. McKenney, seconded
by Benjamin E. Fontaine, Jr., $315 will be transferred from the Police cruiser
replacement Capital Reserve Fund to the Town General account for payment. Vote
unanimous
On motion of Sandra A. McKenney, seconded
by Benjamin E. Fontaine, Jr., the minutes of the meeting after the Deliberative
session on 2/9/02 were accepted as written. Vote unanimous
The Selectmen’s meeting next week will be a
workshop.
The meeting adjourned at 9:08 PM.
