SELECTMEN'S PUBLIC MEETING
Benjamin E. Fontaine, Jr.,
Chairman of the Board of Selectmen, opened the meeting at 7:03 PM. Present were
Benjamin Fontaine, Arthur Houle, and Sandra McKenney, Selectmen; David Jodoin,
Administrative Assistant.
The Selectmen met with
David Plante of Public Service Company of
The Selectmen met with Wil
Corcoran to give an update on assessing in the Town. Discussed were ratio, COD,
graphs, single family homes, cycle inspections, inventory and the MS-1 form.
The Selectmen met with Ken
Field, the Building Inspector and Code Enforcement Officer to discuss FEMA
regulations. Discussed were flood plain zoning
ordinance, and elevation of flood plain. Chairman Fontaine and Mr. Field will
meet on Tuesday to go over the ordinance.

The Selectmen met with
Deputy Chief Rob Martin to go over the Fire Department budget for 2003.
Changes made by the
Selectmen were Part time salaries, down from $52,900 to $47,150.00; there are
less firefighters than last year.
Copier,
from $800 to $400.
This line is to purchase parts for the copier.
Dues and
Publications, from $1,815 to $1,433; less subscriptions.
Rentals/Leases,
from $720 to zero.
There are no rentals or leases this year.
Fire
Alarm Classes, from $1,500 to zero.
Alarm Maintenance, from
$2,500 to $2,000
Fire Supplies, from $1,500
to $1,000
Radio
Maintenance, from $4,925.00 to $4,425.00; 28 portables.
Vehicle Repairs, from
$10,000 to $8,000
Physical/Shots, from $2,705.00
to $1,000; less personnel
Heat, from $5,645.00 to
$3,000; one building only
Sewer,
from 4300.00 to $200.00; one building, less personnel.
Grounds
Maintenance, from $6,000 to $1,000; purchase lime and fertilizer.
The total budget asked for
was $243,081.00, down to $215,779.00. More information is needed for Fire
Signal Services before the budget can be approved.
The Emergency Management
Civil Defense budget amounts to $3,600, with more information needed for Equipment
Maintenance before a vote can be taken on the bottom line..
The Forest Fires budget
amounts to $6,200. On motion of Sandra McKenney, seconded by Arthur Houle, the
Forest Fires Budget of $6,200 was accepted unanimously.
Deputy Chief Martin
discussed purchase orders, grants, the Chief's position, warrant articles, and
potential candidates for the Chief's position.
The Selectmen discussed
the Police Department budget. A motion was made by Arthur Houle, seconded by
Benjamin Fontaine to accept the bottom line of $482,462.00. Discussion
followed. Sandra McKenney made an amendment to decrease the full-time salary
line from $322,418 to $314,322 for a new bottomline of $472,184.00 Arthur Houle
seconded the motion. Motion passed unanimously.
On motion of Sandra
McKenney, seconded by Arthur Houle, the minutes of
A motion was made by
Arthur Houle, seconded by Sandra McKenney, to go into non-public session for a
personnel matter under RSA 91-A. Roll call vote: Arthur Houle, yes; Sandra
McKenney, yes; Benjamin Fontaine, yes; Motion passed unanimously. The
