SELECTMEN'S PUBLIC MEETING 12/9/2002
Benjamin E. Fontaine, Jr., Chairman of the
Board of Selectmen, opened the meeting at 7:00 PM on December 9, 2002. Present
were Benjamin Fontaine and Arthur Houle, Selectmen; and Sandra McKenney,
Selectperson. David Jodoin, Administrative Assistant, was excused.
Also present was Jim Rodger.
The Selectmen met with Mike Tardiff and
Mickey McIver from Central New Hampshire Regional Planning Commission to
discuss the Concord Area Transit (CAT) and to go over the survey taken last
spring regarding bus extension to Pembroke and Allenstown. Funds were awarded
in May for this project but were taken away and the project is off for now. The
survey had a strong positive result from the community. The Commission will
continue to look for opportunities and inform the Town if funding becomes
available.
The Selectmen met with Jim Boisvert of the
Highway Department to go over his budget for 2003. The breakdown of the Waste
Management line shows 136 more tons this year. After discussion, a motion was
made by Sandra McKenney, seconded by Arthur Houle, to accept the bottom line of
$497,925.00. Motion passed unanimously.
There will be a warrant article regarding a
receiver transmitter so that Highway personnel, Police personnel and Fire
personnel can communicate in areas of Town that make it hard to understand
messages. Don Peloquin is working with Hooksett and there is a tower that is
still available to be used and Hooksett wants to get rid of it. Warrant
articles have to be submitted no later than January 14th.
Rob Martin, Deputy Fire Chief, reported
that the Main Street bridge should be completed in 2003 and the Double Decker
bridge will be completed in 2006.
Rob presented purchase orders to be signed
by the Selectmen; a cable connector on the antenna for $499.62; tires for
Engine 4, $900 + or _; 15 pairs of gloves and 12 hoods for $780.00. All
purchase orders were approved.
Sandra McKenney made a motion, seconded by Arthur Houle, to accept the minutes of December 2nd, 2002. Motion passed unanimously.
Sandra McKenney made a motion to amend the
minutes of December 2nd, page 2, last paragraph to read: Fire alarms
have to be temporarily moved when the buildings on Main Street are removed.
Motion seconded by Arthur Houle. Motion passed unanimously.
Bids have been received for work to be done
at the Gilbert Road town cemetery. The Selectmen would like David to get
another bid for a total of three. The work will be done in the Spring.
There is an open ATV meeting scheduled for
January 6, 2003.
Arthur Houle attended the double decker
bridge meeting recently. The people in attendance stated they wanted sidewalks
on both sides of the lower level. The double decker bottom will curve out but
it will be wider.
The steering committee for the Master Plan
has one more meeting before the final draft is presented to the Planning Board
on January 8, 2003 from 6:00 PM to 10 PM.
Dates were given for meetings: Wednesday,
the 11th, School bond issue at AES.
Thursday, Open House for retiree Ron
Monplaisir, 6-8 PM at the Parish Hall, Budget committee meeting Thursday,
December 12, at 7:00 at Town Hall, Zoning meeting at Town Hall at 7:00 PM on
December 10th., ARD Chorus concert on the 16th of
December, at 9:00 AM or 7:00 PM at the school.
Other dates given were School Public
hearing, 1/16/03 at 7:00 PM at Allenstown Elementary School; Town Public
hearing at 10 AM on the 18th of January at Allenstown elementary
school; the Town Deliberative session on Saturday, the 1st of
February at 10:00 AM; the School Deliberative session on February 6, 2003, at
7:00 PM.
The Selectmen discussed Mutual Aid in
Hooksett; a Public Hearing needed for the removal of the stop sign at Granite
and Highland Streets, Zoning articles received, Ordinance for gross management
and impact fees; water protection act; and campgrounds.
On motion of Sandra McKenney, seconded by
Arthur Houle, to go non-public on RSA 91-A, motion passed unanimously. Benjamin
Fontaine, yes; Arthur Houle, yes; Sandra McKenney, yes. The Selectmen went into
non-public session at 9:10 PM.
On motion of Sandra McKenney, seconded by
Arthur Houle, the meeting adjourned at 9:15 PM.
