SELECTMEN'S PUBLIC MEETING 1/6/03

Benjamin E. Fontaine, Jr., Chairman of the Board of Selectmen, opened the meeting at 7:00 PM on Monday, January 6, 2003. Present at the meeting were Benjamin E. Fontaine, Jr., Arthur G. Houle, and Sandra A. McKenney, Selectmen; and David M. Jodoin, Administrative Assistant.

The Selectmen met with Commissioner George Bald from the State of NH Department of Resources and Economic Department (DRED) to discuss the proposed ATV trails in Bear Brook State Park. There were 16 residents from the Town of Allenstown present at the meeting, reporters from local newspapers and some members of various ATV clubs.

Mr. Bald introduced other members of Dred present at the meeting; Paul Gray and Chris Gamache and Senator Jack Barnes.

The purpose of the meeting was to inform people that HB 1273 regarding trails for ATVs passed. Because of growing numbers of registration, the State has the responsibility to provide recreational opportunities to residents and non-residents. A study has been made and Bear Brook State Park is the site that has been chosen. Once the study is complete, a public hearing will be held. The time frame is not certain, maybe in March or April.

Carol Martel, a resident of Allenstown, suggested creating a steering committee representing townspeople as well as the State to review the proposal. Mr. Bald said he would take that under consideration. Also, if people have concerns they should write a letter to DRED or to the Fish and Game Department or send it to the Selectmen for the Town.

The Selectmen met with Jim Boisvert of the Highway Department who had some concerns about plowing incidents, changing Deerfield Road's classification, writing a House bill for 8 miles of Road leading into Bear Brook State Park and summer maintenance of that area. Chairman Fontaine will meet with Jim to discuss these matters.

Sandra McKenney made a motion, seconded by Arthur Houle, to accept the minutes of 12/30/02. Motion passed unanimously.

Police Chief Jim McGonigle met with the Selectmen to inform them that the Police would need to purchase a new computer server. The Chief will submit a purchase order to be signed.

Arthur Houle made a motion, seconded by Sandra McKenney, to adjourn the meeting at 9:21 PM. Motion passed unanimously.
