SELECTMEN'S PUBLIC MEETING 12/15/2003
Sandra A. McKenney, Chairperson of the Board of Selectmen, opened the meeting at 7:00 PM on December 15, 2003. Present at the meeting was Sandra A. McKenney, Benjamin E. Fontaine, Jr., Arthur G. Houle, Selectmen; and David M. Jodoin, Adminstrative Assistant. Also present was Carol Martel, Claudette Verville, Roland Martel, Laura Bonk and Georgette Boudreau.
The Selectmen opened the bids for the printing of the Town report.
Grand Graphics $2,475.00
Riendeau Printing 2,640.00

On motion of Benjamin Fontaine, seconded by Arthur Houle, the contract was awarded to Grand Graphics. Motion passed.
The Selectmen met with Carol Martel from the Historical Society who discussed the Meeting House at Bear Brook State Park. The building will be maintained by the Town of Allenstown with the Historical Society in charge. A Steering committee will be formed, which will include the Selectmen of the Town. The group discussed having an expendable trust or a line item in the budget so that the building can be maintained.
The Selectmen met with Edward Cyr, Town Clerk, and Louise Letendre, Supervisor of the Checklists, to discuss the budget for next year.

A motion was made by Arthur Houle, seconded by Benjamin Fontaine to accept the budget of $14,962.00. Motion passed.

A motion was made by Ben Fontaine, seconded by Arthur Houle, to accept the Welfare Budget of $61,916.00. Motion passed.

A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to accept the Personnel budget of $287,095.00. Motion passed.
The Selectmen discussed establishing a committee to work on building sites for the Police Department and the Highway Department.
The Selectmen signed a contract with Burd Engineering to review the next phase of Woodridge Estates.
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to accept the minutes of 12/8/03. Motion passed.
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to purchase a voice mail system for Town Hall, whereby Town Hall can be reached 24 hours a day, for a price of $995.00. Motion passed.
The Selectmen would like to establish a building fund and start with $50,000.00 to be expendable. This would be part of the Capital Improvements Fund.

The Selectmen discussed Elderly exemptions.

The Income requirement is $85,000.00
A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to accept the changes for the Elderly Exemptions. Motion passed.

Chairperson McKenney reported that there is School Board meeting on Wednesday, December 17 at 6:00 PM at the School.
There is a budget meeting on Thursday, December 18th, at 7:00 PM.
Selectman Houle inquired if we are enforcing the ban on trash being put out the night before collection day. Also, are people numbering their residences as the ordinance states?
A motion was made by Arthur Houle, seconded by Benjamin Fontaine, to adjourn the meeting at 8:50 PM. Motion passed.
