SELECTMEN'S PUBLIC MEETING 10/6/2003
The Chairperson of the Board of Selectmen, Sandra A. McKenney, opened the meeting at 6:30 PM. Present was Arthur G. Houle, Benjamin E. Fontaine, Jr., and Sandra A. McKenney, Selectmen; David M. Jodoin, Administrative Assistant; and Everett Chaput III, Fire Chief.
The Selectmen met with the Fire Chief to finalize the Fire Department budgets, including Civil Defense and Forestry.
The Fire Chief discussed the Civil Defense budget, which includes Building Maintenance, telephone usage, training/equipment, Equipment Furnishing, Generator, Communications, Office Supplies, and Food. The Selectmen's revised budget is $4,200.00.
The Fire Chief discussed the Forestry budget, which includes part time salaries, supplies and vehicle maintenance. The Selectmen's revised budget is $7,500.
The Budget Committee will meet at the Fire Station to review the budget and have a tour of the Station and see a Rescue pumper on October 30, at 6:30 PM.
Arthur Houle made a motion, seconded by Benjamin Fontaine, to go into 91-A:3 II (a) non-public meeting for Attorney Client privilege. Motion passed. Roll call vote: Sandra McKenney, yes; Benjamin Fontaine, yes; Arthur Houle, yes. The meeting started at 7:30 PM. The public meeting resumed at 8:40 PM.
On motion of Arthur Houle, seconded by Benjamin Fontaine, the minutes of 9/29/03 Selectmen's Public meeting were accepted as read.
NHMA will meet with the Selectmen on October 20, to discuss the Salary survey.
Selectman Fontaine and the Board will continue to review the Fire Department budget.
The CNHRPC budget is $4,741.00. The cost is based on population in the Town. Benjamin Fontaine made a motion, seconded by Arthur Houle, to accept the amount of $4,741.00. Motion passed.
The Debt Service budget is $92,150.00. Arthur Houle made a motion, seconded by Benjamin Fontaine, to accept the amount of $92,150.00. Motion passed.
The Economic Development budget will stay at $1.00.
The Patriotic budget is $2,800.00. On motion of Arthur Houle, seconded by Benjamin Fontaine, the amount of $2,800 was accepted. This amount includes Old Home Day, and Christmas in the Village.
The budget line for Legal is $40,000. On motion of Benjamin Fontaine, seconded by Arthur Houle, to accept the amount of $40,000 for legal matters, the
Motion passed.
The budget line for Property Insurance is $40,000. On motion of Benjamin Fontaine, seconded by Arthur Houle, to accept the amount of $40,000 for property insurance, the motion passed.
Benjamin Fontaine made a motion, seconded by Arthur Houle, to accept the amount of $1,500 for Utilities. Motion passed.
Jim Boisvert has requested that the landfill disposal fees be amended to include propane tanks over 20 lbs. will cost $50.00 to dispose of them. The Selectmen will sign the new form.
The ambulance committee consists of Dan Murray, Diane and Ron Adinolfo, John Levetell, Everett Chaput III, Robert Martin and Craig Gidley. Sandra McKenney will represent the Board of Selectmen. Sandra McKenney stated that this committee is for back-up service only and not for a full ambulance service for the Town; also, those on the committee are volunteers and there will be no pay for this volunteer work.
A motion was made by Sandra McKenney, seconded by Benjamin Fontaine, that the Ambulance Committee only searches for a back up service, not a service for the Town and all members are volunteers, and will not get paid for attending meetings. Motion passed.
On motion of Arthur Houle, seconded by Benjamin Fontaine, the meeting adjourned at 9:09 PM.
