SELECTMEN'S PUBLIC MEETING 11/1/2004

Arthur G. Houle, Chairman of the Board of Selectmen, opened the meeting at 4:10 PM. Present at the meeting: Arthur G. Houle, Sandra A. McKenney, Peter A. Viar, Selectmen; and David M. Jodoin, Administrative Assistant. Present in the audience: Police Chief Jim McGonigle and Lt. Shaun Mulholland.

The Selectmen met with the Police Chief and Lt. Mulholland to discuss the mitigation plan for the Police Department based on the insurance company's report. Among items discussed were the new striping for the parking lot, a storage area for supplies and records, possibly a trailer near the building, which would have to be locked and upgrades to the electrical service.

The Building Facilities committee is meeting November 3rd and will decide which option to present to the townspeople in March. The land on Dodge Road and River road has 59 acres and the owner intends to sell it all together. The possibility of purchasing the Tractor company site on Route 3 seems like a better solution.

The Highway Department hopes to be able to build on the same site as where they are now after the hydrogeological study is completed.

The Selectmen discussed the three firms interviewed for the Hydrogeological study. A motion was made by Peter Viar, seconded by Sandra McKenney, to hire the firm of Nobis Engineering, Inc. to do the hydrogeological study at the Highway site. Motion passed. A contract will need to be signed.

A motion was made by Sandra McKenney, seconded by Arthur Houle, to accept the minutes of October 27th. Peter was excused. Motion passed.

A motion was made by Arthur Houle, seconded by Peter Viar, to accept the minutes of October 13. Motion passed.

A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the minutes of October 18th. Motion passed.

A motion was made by Arthur Houle, to amend the minutes of October 18th, to state that he was asked to leave. No second to the motion. Motion defeated.

David reported that Holden Engineering contacted him for the Cemetery on Gilbert Road. The boundary with pins and the Cemetery layouts and specs would cost approximately $3,900 which is not in the budget at this time

The Welfare budget was discussed and will be finalized at the next meeting.

Peter, David and Arthur will be going to the Department of Revenue on Friday, November 5, at 9:00 am to work on the new tax rate.

The Selectmen discussed the tax rate and decided to use $125,000 from surplus to offset the tax rate; and $125,000 for a warrant article to put towards the purchase of a new building for the Police Department. If the article passes, there will be a need for a bond for the full amount.

The school is waiting to see what option we decide on to pursue their own option for the school.

The next Selectmen's meeting will be November 16 at 7 PM followed by 11/29th and December 6th.

A Public Hearing will be held on December 6 at 6:30 PM to discuss the pros and cons of opening or not opening Lincoln Street.

The Selectmen discussed reimbursing Town employees for mileage and took it under advisement.

The Selectmen will be at the Allentown Elementary School on November 2, voting day.

A motion was made by Peter Viar, seconded by Sandra McKenney, to adjourn the meeting. Motion passed. The meeting adjourned at 6 PM.
