SELECTMEN'S PUBLIC MEETING 1/5/2004
Chairperson Sandra A. McKenney, opened the meeting of January 5, 2004 at 7:00 PM. Present besides Sandra McKenney was Benjamin E. Fontaine, Jr., and Arthur G. Houle, Selectmen; and David M. Jodoin, Administrative Assistant.
The Selectmen reviewed the warrant articles.
To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000) to be placed in the special Revenue Dare Fund.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the motion passed.
To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000) to be placed in the Police Safety Equipment Capital Reserve Fund.
On motion of Benjamin Fontaine, seconded by Arthur Houle, the motion passed.
To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000) to be placed in the Police Computer Capital Reserve Fund.
On motion of Ben Fontaine, seconded by Arthur Houle, the motion passed.
To see if the Town will enter into a Five 5 year lease purchase agreement to purchase a new backhoe for the Highway Department at a cost of Sixty Seven Thousand Five Hundred Dollars $67,500) and to further raise and appropriate the sum of Thirteen Thousand Five Hundred Dollars ($13,500) for the first year payment.
On motion of Ben Fontaine, seconded by Arthur Houle, the motion passed.
A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to raise and appropriate the sum of $2,500 to be placed in the Meeting house Capital Reserve Fund. Motion passed.
A motion was made by Benjamin Fontaine, seconded by Arthur Houle, to upgrade the Senior exemption income to $30,000 for a single person and $42,000 for a married couple. Motion passed. If the article passes, people will have to re-apply after Town Voting.

Selectman Houle stated that a space committee needs to be formed.
Sandra McKenney motioned to change the 10/27/03 minutes to reflect the bottom line of the Recreation budget. Page 3, 3rd paragraph. The bottom line approved was $28,900. Benjamin Fontaine seconded the motion. Motion passed.
Chairperson McKenney stated that Laura Bonk of the Conservation Commission has contacted David Beaucher and the commission will cross over on his land to get to the Cemetery. Sandra McKenney will contact Mrs. Talbot and Chief McGonigle to discuss other issues.
A motion was made by Benjamin Fontaine, seconded by Sandra McKenney, to approve the minutes of December 29, 2003. Motion passed.
Sandra McKenney made a motion to amend the minutes on page 2, 2nd paragraph, to include that the Building Inspector will be involved in the ordinance for street numbering. Motion passed.
Jack Barnes contacted David Jodoin to inform him that there will be a meeting on January 8th regarding State Representatives. Gabby Daneault should be invited to go to the meeting. Selectman Arthur Houle volunteered to attend.
The meeting for the Allenstown Meeting House at the Legislative building in Concord will take place on Tuesday, January 20th.
On Tuesday, January 6th, there will be a Public Hearing on the new Zoning Ordinances.
The School Public Hearing is January 13th, at 7 PM at the Allenstown Elementary School.
The Town Public Hearing is January 15th, at 7 PM at the Allenstown Elementary School.
Sign-up for Town and School positions are January 21st to January 30th.
Selectman Houle would like to discuss changing the Selectmen's meetings every Monday evening to every other Monday evenings, for the months of February, March, April and part of May. He will be attending school. It was agreed to meet February 2nd and February 16; March 1st, March 15th, and March 29th. The rest of the schedule will follow.
