SELECTMEN'S PUBLIC MEETING 1/3/2005

Arthur G. Houle, Chairman of the Board of Selectmen, opened the meeting at 7:00 PM on Monday, January 3, 2005. Present at the meeting: Arthur G. Houle, Sandra A. McKenney, Peter A. Viar, Selectmen; David M. Jodoin, Administrative Assistant. Present in the audience: Robert Lee and Georgette Boudreau.

The Selectmen opened the bids for the publishing of the Town Report.

The bids are for 500 copies, 120 pages.

Riendeau $1,720.00

Town & Country 1,975.00

Grand Graphics 2,875.00

Kinko 4,275.00

A motion was made by Sandy McKenney, seconded by Peter Viar, to accept the bid of Riendeau at $1,720.00 for 500 books at $3.44 each. Motion passed.

The Selectmen discussed the printing of a flyer for the Deliberative Session. There is a Public Hearing for the budget on January 15th at AES. The Selectmen decided to hold the Public Hearing on the Bond issue on January 17th, at 7PM at the Fire Station.

A motion was made by Sandy McKenney, seconded by Peter Viar, to have 5,000 copies of the flyer printed at Town Hall, with Art Houle in charge. Motion Passed.

A motion was made by Sandy McKenney, seconded by Peter Viar, to accept the minutes of the Selectmen's meeting of 12/27/2004. Motion passed.

A motion was made by Sandy McKenney, seconded by Peter Viar, to reconsider the $15,000 to the Fire Department Equipment Capital Reserve Fund. Discussion ensued that the Fire Department was still in the running to receive a grant from the Federal Government for the purchase of a new Rescue Pumper. If that grant went through, the Town would need to come up with a 10 percent match, or $39,000. At this time there was not enough money in the Capital Reserve Fund to cover the down payment. A motion was made by Peter Viar, second by Sandy McKenney to change the $15,000 currently appropriated, to $25,000 to cover the grant match. Motion passed.

The Selectmen discussed a Town building rental certificate that was presented by the Allenstown Historical Society. The Society is looking at using the Fire Station to hold monthly meetings. They do not presently have a certificate of insurance. They have looked at obtaining one in the past, but it was too costly. If the Town sponsors them, the insurance could be affordable at $75.00, instead of $700. David will check with our Insurance carrier to see what the options are and report back to the Board at their next meeting.

The Recreation Commission need a purchase order signed by the Selectmen to add $250 to have a Safety Glass put in at a cost of $3,930.00. The previous amount of $3,680.00 did not cover the cost. The Selectmen agreed to change the amount.

A refund of $1,696.00 was received from Primex for Workers Compensation. The Selectmen met with Bob Lee of the Allenstown Zoning Board, who had a zoning issue, regarding a complaint from an abutter. Trees were cut all the way to the property line, which may be a violation of the Zoning Boards Approval. The properties in question are Map 409, Lots 31, 32, and 32.1. It was suggested that the owner and the abutter walk the property with the Chairman of the Zoning Board.

David presented a map of the Town streets for updates. Several street names and misspellings of street names will need to be corrected.

A motion was made by Peter Viar, seconded by Sandy McKenney, to go into

Non-Public meeting under RSA 91-A III 2 C regarding a personnel issue.

Motion passed. Roll Call vote: Arthur Houle, yes; Sandra McKenney, yes; Peter Viar, yes. The meeting recessed at 8:17 PM.

The Public meeting reconvened at 8:52 PM.
